For Council Meeting of June 7 , 1988 TO: Honorable (Mayor and City Council FROM: Rich Holmer, Human Services Director APPROVAL OF AGREEMENT BETWEEN THE CITY OF COLTON SUBJECT: AND LOS PADRINOS OF SOUTHERN CALIFORNIA, INC. Date: 5/31/88 FOR THE HUMAN SERVICES DEPARTMENT TO OPERATE A EARLY INTERVENTION PROGRAM FOR COLTON YOUTH Each year the County of San Bernardino Probation Department through Juvenile Justice Subvention monies provides funding to a variety of public and non-profit organizations for delin- quency prevention programs. Los Padrinos, one of the funding recipients, wishes to sub -contract a portion of their grant award for the second year with the City of Colton's Human Services Department to operate a Early Childhood Intervention Program. The Colton Early Intervention Program, through the Human Services Department, offers an integrated and innovative approach to reach children (8 to 17 years of age)- at risk and their families. before contact with the juvenile justice system. The program elements will include crisis counseling/problem solving, after school youth development groups, parent education and support groups, and private sector involvement. This element of the program.will operate from Alice Birney Elementary School with referrals primarily by school personnel. The program has been very successful in reaching local youth and their families and has received the commendation and support of the School District, Police Department, Probation Department, community based organizations, and parents. Los Padrinos' allocation of $17,000 will go toward the program counselor's salary. The City Attorney has reviewed and approved the contract as to form. RECOMMENDATION. Staffrecommends that the Colton City Council enter into an agreement between the City and Los Padrinos of Southern California, Inc for the purpose of operating a Early Childhood Intervention Program and authorize the Mayor and City Clerk to execute said agreement CITY MANAGER'S CONCURRENCE } Attachments: Page 1 of--!— Agreement f 1 Agreement Item No. o
