CITY OF COLTON AGENDA REPORT For Council Meeting of JANUARY 2, 1990 TO: Honorable Mayor and City Council FROM: JAIME R. AGUILERA, Director Community Development Department Date: December 28, 1989 SUBJECT: CONSENT CALENDAR - APPROVAL OF CONTRACT FOR SERVICES WITH MANAGEMENT SCIENCE APPLICATIONS INC REGARDING SANTA FE DEPOT BACKGROUND The City of Colton has previously contracted with Management Science Applications, Incorporated (MSAI) for the purpose of conducting the City's Historic Preservation Survey. The purpose of the survey is to identify historic buildings and places which the City will want to preserve. During the survey work which MSAI was conducting, they came upon the Santa Fe Depot located at "H" and Sixth Streets. MSAI has had previous experience in dealing with the railroad and finding appropriate users for historic buildings. MSAI and the Community Development Department discussed the possibility of revitalizing the Depot through economic development instead of using public funds. MSAI and staff propose that MSAI act as a real estate broker for the City in dealing with the railroad. There are no "up -front" costs to the City for their services; MSAI will receive a commission of six percent (6%) if, and when, the property is either leased or purchased by the City or a private party. It is staff's opinion that we, essentially, have "nothing to lose" on this agreement. If MSAI is successful and persuades the railroad to sell or lease the property, they only get their commission if the City or a private party agrees to buy it or lease it. The benefits of rehabilitating the Depot and developing the surrounding acreage are tremendous. Staff has attached a copy of the contract which has been reviewed by the City Attorney, Redevelopment Agency, Administrative Services, and the Human Services Department.
