A <br />CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of June 19, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: John C. Hutton, Director of Public Works 0 <br />SUBJECT: APPROVAL OF EMERGENCY INTERCONNECT FOR NATER <br />WITH RIVERSIDE/HIGHLAND NATER CO. <br />Date: June 12, 1990 <br />BACKGROUND: The City currently has two other'interconnections with the City of <br />San Bernardino and Terrace Water Co. which would provide water in an emergency. <br />However, these two interconnections are located north of the Santa Ana River. <br />Eugene NlcMeans, General Manager, Riverside/Highland hater Co. has presented a <br />proposal to construct an interconnection between the City of Colton's water system <br />and the Riverside/Highland water system. This i.:i.terconnection would provide for <br />an additional water source in cases of a nat;iral disaster or some other source of <br />failure to either of our water systems. This interconnection will supply <br />emergency water for the Cooley Ranch area. <br />STATEMENT OF THE PROBLEM: As part of the disaster assistance program, particularly <br />when dealing with water supplies, it is highly advisable to have emergency <br />interconnections for water. Riverside/Highland Water Co. is proposing to do the <br />necessary interconnection work (construction of all valves, meters and piping) <br />for $7,723.271. In addition, the City would obtain from Riverside/Highland Co. <br />necessary easement across their property for future main line extensions. <br />ALTERNATIVES: The City could do the work itself, but the work would have to be <br />fit into the Water Division's schedule whereas Riverside/Highland can do the work <br />now. <br />FINANCIAL IMPACT: The cost to the City is $7,723.27. Sufficient funds exist <br />in the 21-9927-89 account for this project. <br />ENVIRONMENTAL IMPACT: This interconnection could provide emergency water for the <br />City of Colton water customers and Riverside/Highland Water Co. customers. <br />RECO[AAENDATION: Staff recommends that Council approve the interconnection with <br />Riverside/Highland Water Co. and authorized Riverside/Highland Water Co. to perform <br />the work in the amount of $7,723.27 said funds to come from the Water Division's <br />21-9927-89 account. <br />JCH/ 1 j <br />CITY MANAGER'S CONCURRENCE: <br />Attachments: 1 <br />Page 1 of <br />CENTRAL RECORDS <br />Item No. J <br />
