CONNOLLY, CHIEF OF POLICE <br />SUBJECT: AUTHORIZATION TO GO TO BID FOR <br />REPLACEMENT OF EMERGENCY 9-1-1 LOGGER <br />Date: <br />10-18-90 <br />In 1982, in compliance to federal laws governing the use of police <br />radios and telephones, the Colton Police Department adopted the 9-1-1 <br />emergency telephone system into its operations. This provided ready <br />access to locations from which persons reporting incidents to the <br />police department could be located and recorded for immediate <br />response for emergency services. The 9-1-1 telephone system required <br />that the police department or unit responsible for answering 9-1-1 <br />calls was to monitor and tape those conversations and save them for <br />90 days. To meet those needs, the police department purchased a <br />Stancil Recorder for $25,000.00 on December 7, 1983. <br />STATEMENT OF THE PROBLEM <br />When the Colton Police Department adopted the 9-1-1 system in 1983, <br />which was mandated by federal law, the police department purchased a <br />Stancil Logger to record those calls. This machinery records calls <br />24 hours per day on both police radio and telephone lines for <br />documentation mandated by that federal law. The past repairs and <br />general age has caused this unit to be unreliable, causing a <br />liability to the City of Colton. Estimates for repairs and parts <br />replacement which do not guarantee prolonged service were in excess <br />of $4,000.00 this year. The machine has not reported complete <br />transmissions on the main 9-1-1 emergency lines for approximately <br />four months this year.
