CONNOLLY, CHIEF OF POLICE SUBJECT: INCREASE EXISTING HOURLY PAY RATE FOR Dat2r11-90 CROSSING GUARDS City Resolution No. R-133-89, which establishes salaries for part time employees, sets the hourly pay rate for crossing guards at $4.25 per hour (the state minimum wage) with no minimum number of hours paid per day. The average salary for crossing guards for surrounding cities is $4.80 per hour with some cities having a minimum of four and one-half to six hours paid per day. With the increase in population and the number of schools within the city, we receive more requests for crossing guards each year. The department has spent numerous hours attempting to recruit for the existing positions and it has become very difficult to fill them. Each year, during the school season, crossing guards become ill or resign from their positions. The department must use officers to fill those positions. Some crossing guard posts become unmanned for weeks while the city personnel department attempts to recruit to fill a vacancy. The reason given for why crossing guards resign, or why potential candidates are not interested, is that the crossing guard position requires being present at a particular post in the morning hours and also in the afternoon hours with a break in between. This necessitates two round trips to and from the post a day. Most people find this inconvenience and the cost of transportation too high and the minimum hourly wage with a minimum amount of hours per day too low.
