CONNOLLY, CHIEF OF POLICE <br />SUBJECT: INCREASE EXISTING HOURLY PAY RATE FOR <br />Dat2r11-90 <br />CROSSING GUARDS <br />City Resolution No. R-133-89, which establishes salaries for <br />part time employees, sets the hourly pay rate for crossing <br />guards at $4.25 per hour (the state minimum wage) with no <br />minimum number of hours paid per day. The average salary for <br />crossing guards for surrounding cities is $4.80 per hour with <br />some cities having a minimum of four and one-half to six hours <br />paid per day. <br />With the increase in population and the number of schools within <br />the city, we receive more requests for crossing guards each <br />year. The department has spent numerous hours attempting to <br />recruit for the existing positions and it has become very <br />difficult to fill them. <br />Each year, during the school season, crossing guards become ill <br />or resign from their positions. The department must use <br />officers to fill those positions. Some crossing guard posts <br />become unmanned for weeks while the city personnel department <br />attempts to recruit to fill a vacancy. <br />The reason given for why crossing guards resign, or why <br />potential candidates are not interested, is that the crossing <br />guard position requires being present at a particular post in <br />the morning hours and also in the afternoon hours with a break <br />in between. This necessitates two round trips to and from the <br />post a day.
