CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of July 16, 1991 <br />TO: Fellow Council Members <br />FROM: Mayor Frank Gonzales <br />SUBJECT: Date: 7/12/91 <br />Consider Support For Relocation Of County <br />Medical Facility In The City Of Colton <br />On July 2, 19910, representatives from San Bernardino County made a <br />presentation to the Council regarding the proposed relocation of the <br />County medical facility to Colton. As you may recall, County staff have <br />identified a seventy acre site in the vicinity of Pepper and Valley as <br />the preferred location for the new medical center. As proposed, the <br />medical center would consist of 850,000 square feet of buildings set in <br />a 430,000 square foot landscaped park setting. Action was anticipated at <br />the Board of Supervisor's July 8, 1991 meeting, but was delayed until <br />July 29, 1991. <br />The City of Colton participated in the environmental review of the Colton <br />site, and concerns about traffic, utility and public safety issues were <br />communicated by staff to the County. The County proposes to mediate <br />those concerns, in part, as follows: <br />1. The County will participate financially in any effort to modify the <br />I-10 Pepper on/off ramp. <br />2. The County will construct two traffic signals to improve traffic <br />flow through the area of the City. <br />3. The County will donate land for the construction of a fire station <br />and will assist the City in purchasing the necessary fire equipment. <br />4. The County will pay all applicable water, sewer, storm drain and <br />traffic impact fees to assure that adequate public facilities are <br />available to serve this area. <br />Although the medical facility site itself would be exempt from property <br />tax, it is anticipated that its construction will result in 530,000 <br />square feet of private sector medical support services and 120,000 square <br />feet of commercial support services which would contribute an estimated <br />$398,000.00 per year in property taxes. Local purchases during <br />construction of the medical facility are anticipated to generate <br />$60,000.00 in sales tax directly to the City.
