CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of <br />May 28, 1991 <br />TO: Honorable Mayor and City Council <br />FROM: John C. Hutton, Director of Public Works <br />SUBJECT: Approval of Resolution and Authorization to Enter Date: May 22, 1991 <br />into an MDU with the County of San Bernardino as Part <br />of the Host Community Infrastructure and Environmental Mitigatinn Fund <br />In 1988, the County of San Bernardino imposed a $1/ton fee at all Valley wide landfills <br />and called it the Host Community Infrastructure and Enviornmental Mitigation Fund <br />(HCIEMF). <br />This fee was for the purpose of building a fund of available monies to communities, <br />such as Colton, having a landfill within their City or sphere that was impacted by <br />that landfill due to a variety of reasons, but primarily due to traffic impact to the <br />community. <br />STATEN ENT OF THE PROBLEM: <br />The primary route for traffic to and from Colton's landfill is South La Cadena Dr. <br />The estimated cost that has been prepared as part of the South La Cadena Dr. <br />Beautification Plan is estimated at 1.5 million. This includes not only reconstruction <br />and renovation of the actual roadway, but also the beautifing of La Cadena Dr. by means <br />of landscaped medians and parkways plus the supporting irrigation systems. <br />Since the Community Development Department has funds allocated through CDBG in the <br />amount of $200,000, which is not enough for the project, this funding source could <br />be the key in enabling the City to begin this much needed project. <br />ALTERNATIVES: <br />This funding source directly identifies roadway impacts, though it could also be a <br />means of incentive for the County to reopen the Colton landfill at least one day per <br />week to the area residents, as all other landfills currently are. <br />Attachments: 1 <br />Page 1 of 2Item No. <br />FILE NO. _.304,-1 .................
