Hutton, Director of Public Works,,* <br />orks * <br />SUBJECT: Proposed Sanitation Rate for FY91-92 !/// <br />BACKGROUND: <br />Date : September 12, 1991 <br />On July 1, 1991 the County of San Bernardino increased its landfill tipping fees from <br />$23.50/ton to $29.21/ton, an increase of approximately 15%. In addition to this July <br />1 increase, the County Board of Supervisors considered an additional $6/ton increase <br />at its September Board meeting. However, the Board decided not to implement this <br />potential increase until January 1, 1992. This would relay an additional 15% increase <br />to the City of Colton. <br />STATEMENT OF THE PROBLEM: <br />With the increase in the landfill tipping fees implemented on July 1, 1991 by the <br />County, the City has been paying the increasedtipping fees for 3 months with no rate <br />adjustment to offset the new fee. <br />With the increase already in effect, the Sanitation fund is experiencing a deficit <br />of $10,000 to $15,000 a month in tipping fees. With an additional $6/ton increase <br />proposed in January, 1992, this monthly sum would double to approximately $30,000 <br />a month. In order to maintain existing service levels and generate sufficient funds <br />to cover increased landfill tipping fees, a Sanitation rate adjustment is recommended. <br />The Utility Commission has reviewed this proposed recommendation at its September <br />16, 1991 meeting, and a supplemental report with the Commission's findings and <br />recommendation will be presented at the Council meeting. <br />ALTERNATIVES: <br />At this time, the only alternative to lessening our dumping fees is an alternative <br />to landfill disposal, such as material recovery facilities. Landfill costs, which <br />continue to increase even though lower tonnages are being reported, is primarily <br />due to the operational costs and/or losses in operating the landfills. As part of <br />the AB939 County -wide Solid Waste Task Force, one of the primary goals has been to <br />consider all possible alternatives to landfill disposal, such as a material recovery <br />facility but, as to date, no one alternative has been selected. <br />Attachments: 3 <br />Page 1 of—_2 <br />Item No.4, 5 <br />FILE NO. ----------------41 <br />- <br />
