JOHNSON <br />Personnel Director Pr <br />i <br />SUBJECT: DEPUTY CITY TREASURER - DESIGNATION & COMPENSATION <br />BACKGROUND <br />The City Treasurer is a part-time position. Section 41006 of the California Government Code states: <br />"The city treasurer may appoint deputies for whose acts he and his bondsmen are responsible." <br />Section 41007 of the same code states: <br />"The deputies shall hold office at the pleasure of the city treasurer and receive such compensation as <br />is provided by the legislative body." <br />In his absence, the City Treasurer has designated an employee of the Finance Department to perform certain <br />required administrative duties. These include but are not limited to: <br />1. Review daily deposit and determine if funds need to be transferred. <br />2. Initiate wire transfers as necessary. <br />3. Sign legal and financial documents pertaining to the commercial bank and Local Agency Investment <br />Fund (LAIF) accounts. <br />4. Obtain and analyze account balance reports for previous periods. <br />These duties are in addition to the accounting functions of preparing and verifying the bank deposit which the <br />Deputy City Treasurer performs and are not a part of the job description of any city employee. Attached is <br />a proposed job description for Deputy City Treasurer for your consideration. <br />It is desirable to establish a method for the City Treasurer to designate a Deputy City Treasurer to perform <br />these duties and compensate that employee for the added responsibilities listed above. If the City Treasurer <br />chooses to select a current City employee to have this collateral assignment, such employee would receive an <br />additional $115.00 per month for the duration of such assignment, the equivalent of 5% of the "E" step of <br />Account Technician II. Such an appointment would require the approval of the Department Head where that <br />1 <br />
