CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of November 17, 1992 <br />TO: Honorable Mayor and City Council <br />FROM: HELEN A. RAMOS <br />City Clerk Date: <br />SUBJECT: AMENDMENT TO ORDINANCE NO. 0-03-92 11-12-92 <br />ESTABLISHING ELECTION OF MEMBERS OF THE <br />CITY--COUNCIL--BY---DISTRICTS -- <br />BACKGROUND: <br />Ordinance No. 0-03-92 Establishing Election of Members of the City <br />Council by Districts, was adopted by vote of the people at the General <br />Election held on June 2, 1992. <br />As the City Council Members will recall, prior to this election, the <br />City Council approved a boundary adjustment between Councilmanic <br />Districts Five and Six subsequent to hearing public comment and further <br />discussion with District Consultant Florence Adams and the Advisory <br />Committee. <br />DISCUSSION• <br />The subject ordinance was submitted to the Registrar of Voters for <br />integration with the June 2, 1992 Ballot. As the Registrar of Voters <br />Precinct Planner worked with the ordinance, Mr. Ray Aranda noted the <br />following areas which required further clarification: <br />1. The written legal description for District One needed to be <br />enhanced to more clearly define the legal direction. Mr. Aranda <br />provided the appropriate language for the legal description which <br />is found in proposed Ordinance No. 0-03A-92. <br />Mr. Aranda's suggestion was reviewed by the District Consultant, <br />the City Engineer and the City's Legal Counsel who all agreed that <br />the legal definition did not change boundaries and, in fact, more <br />clearly defined the legal boundaries of District One. <br />2. Parcel Number 276-361-75, a single parcel, which contained <br />parcel number 276-361-65, was split between Districts Five and Six <br />with the majority of the parcel remaining in District Five.
