Gabriel, Economic Development Director <br />SUBJECT: PUBLIC HEARING FOR THE CONSIDERATION OF A RESOLUTION Date: January 18, 1994 <br />CALLING FOR THE FORMATION OF A PROJECT AREA COMMITTEE <br />FOR THE RANCHO/MILL REDEVELOPMENT PROJECT AND <br />ADOPTING PROCEDURES FOR THE FORMATION OF SAID <br />COMMITTEE <br />N BACKGROUND <br />r <br />The Colton City Council, at its regular meeting of September 7, 1993, designated the boundaries of <br />a Redevelopment Survey Area and indicated that the area was to be studied to determine the <br />feasibility of forming a redevelopment project. <br />Subsequent to the. action of the Council, the Colton Planning Commission, on October 12, 1993, <br />designated the boundaries of the Project Area from the Survey Area and approved a Preliminary Plan <br />for the redevelopment of the Project Area. These boundaries were subsequently revised on <br />December 14, 1993. <br />DISCUSSION <br />In accordance with Section 33385(a) of the California Health and Safety Code, the Council shall call <br />upon residents, businesses, and existing community organizations in the Project Area to form a <br />Project Area Committee ('PAC') when a substantial moderate - <br />income In <br />a umber of low- or moderate income people reside <br />in the Project Area, and the Agency could have the authority to acquire by eminent domain <br />residentially occupied land, or where public projects could displace low -or moderate -income peoples. <br />The PAC shall include, when applicable, residential owner occupants, residential tenants, <br />businesspersons, and members of existing organizations within the Project Area. While a substantial <br />number of low- and moderate -income residents will not necessarily be displaced by the proposed <br />Project through the use of eminent domain, such displacement could occur. <br />Adoption of the attached resolution would provide for the formation of a PAC. Formation of the PAC <br />could also generate a mechanism for continuing input and consultation between the Agency and <br />those within the boundaries of the Project Area regarding the feasibility of the Rancho/Mill <br />Redevelopment Project. <br />Exhibit 'A' to the attached resolution contains recommended procedures for the formation of the <br />Project Area Committee and the general manner for conducting its ongoing business.
