CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of June 8, 1994 <br />TO: HQXORA)�LE MQ10P/ANVCLT- COUNCIL <br />FROM: <br />Community Developrhent Dirictor <br />SUBJECT: URGENCY ORDINANCE AMENDING URGENCY ORDINANCE DATE: May 31, 1994 <br />No. 0-05-94 <br />BACKGROUND: <br />On March 15, 1994, the City Council imposed a 45 day building moratorium in Reche Canyon <br />and La Loma Hills areas, primarily due to some settling that was occurring to four homes on <br />Wild Canyon and Canyon Vista Drives. The intent of the moratorium was to enable concerned <br />citizens, City staff, and Council to analyze the situations and determine if any modification of <br />building/grading codes are warranted. On April 19, 1994, the City Council extended the <br />moratorium for an additional ten months and 15 days. <br />DISCUSSION/ANALYSIS: <br />The Building Division of the Community Development Department has been monitoring the <br />settling of two homes at 2191 and 2185 Wild Canyon Drive for approximately one year. They <br />have reviewed the original grading and soils reports and have monitored several field inspections <br />of the situation by the original Engineers -of -Record - CHJ Soils Engineering, and Joseph R. <br />Bonadiman, Civil Engineers. CHJ engineers have conducted a series of monometer water level <br />tests to ascertain the rate of settling. <br />The original developer of these homes on Wild Canyon Drive is out of business and it doesn't <br />appear that the engineering firms -of -record will volunteer to provide repairs or mitigation of any <br />grade settlement. The Building Division has provided copies of all relevant reports to both <br />affected homeowners. However, as the Council is aware, the grading provisions of the Uniform <br />Building Code are minimal. The codes rely on the certification and professionalism of soils and <br />civil engineers and grading contractors from the private sector. <br />Early on this year, the homeowner at 2191 Wild Canyon requested a "friendly" condemnation <br />of her property. The Community Development Department obliged her request. The adjacent <br />property has also sustained damage due to grade settlement (of approximately one inch) and <br />the Community Development Department has continued to monitor the structure periodically. <br />In the event that the health and safety of the occupants should become threatened, this <br />Department will act accordingly. <br />Page 1 of 3 Item No. 28 <br />
