Gabriel, Economic Development Directorpw/ <br />SUBJECT: CONSIDERATION AND ADOPTION OF THE FOLLOWING ITEMS Date: June 21, 1994 <br />WITH REGARD TO THE PROPOSED RANCHO /MILL REDEVELOPMENT <br />PROJECT AREA: <br />* REDEVELOPMENT AGENCY RESOLUTION #643 CERTIFYING THE FINAL <br />ENVIRONMENTAL IMPACT REPORT <br />* REDEVELOPMENT AGENCY RESOLUTION #644 MAKING FINDINGS REGARDING <br />URBANIZATION AND BLIGHT AND APPROVING THE REDEVELOPMENT PLAN <br />* CITY COUNCIL RESOLUTION APPROVING RESPONSES TO OBJECTIONS <br />* CITY COUNCIL RESOLUTION CERTIFYING THE FINAL ENVIRONMENTAL IMPACT <br />REPORT <br />* CITY COUNCIL RESOLUTION CONSENTING TO PAYMENT BY THE REDEVELOPMENT <br />AGENCY FOR PUBLIC IMPROVEMENTS <br />INTRODUCTION AND CONSIDERATION OF A CITY COUNCIL ORDINANCE APPROVING <br />AND ADOPTING THE REDEVELOPMENT PLAN FOR THE RANCHO /MILL PROJECT AS THE <br />OFFICIAL REDEVELOPMENT PLAN FOR SAID PROJECT <br />Background <br />The proposed Rancho /Mill Redevelopment Project Area ( "Area ") is near adoption with the exception <br />of approving the Final Environmental Impact Report ("EIR ") and the Redevelopment Plan (the "Plan "). <br />The Agency has approved the transmittal of the Report to City Council for the Rancho /Mill <br />Redevelopment Project ( "Report ") prior to this proposed action. <br />Discussion <br />In accordance with Section 33352 of the Community Redevelopment Law, every Redevelopment Plan <br />submitted by the Agency to City Council shall be accompanied by a report which summarizes the key <br />elements of the Plan adoption process. The Report contains all elements pertaining to the selection <br />of the Area, implementation, financing and impact reports. Upon transmittal of the Report to the City <br />Council, a joint public hearing will determine the acceptance of the EIR and Plan for the proposed <br />Area. <br />Agency Action <br />The Agency, as the body originating the Plan, must certify the EIR for the Plan prior to approving the <br />Plan itself. Agency Resolution #643 to this effect is attached, and it includes certain findings with <br />respect to the EIR and the environmental impacts described therein. <br />Page 1 of 3 Item No. 34, <br />
