`00orPorAtI., <br />CITY OF COLTON 1887 <br />tip' <br />I f ot"� <br />AGENDA REPORT <br />For Council Meeting of NOVEMBER 15, 1994 <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: November 9, 1994 <br />FROM: JOHN HUTTON �.�,,, Az� <br />Public Works Director <br />SUBJECT: AUTHORIZE AND APPROVE AGREEMENT FOR TRANSPORTATION FORECAST MODEL <br />COST ALLOCATION <br />BACKGROUND: <br />The East Valley Sub Area Transportation Model Agreement would involve a joint <br />participation of the Cities of Grand Terrace, Highland, Loma Linda, Redlands, <br />Rialto, Colton and City of San Bernardino. The lead agency coordinating the <br />efforts of other cities is the City of San Bernardino. <br />Following are the benefits of joining and participating in the East Valley <br />Sub Area Transportation Model: <br />Provide uniformity and consistency to the methodology, basic assumptions <br />and data base utilized by the participating Cities in performing <br />transportation demand forecast. <br />Provide an efficient means for the administration of limited manpower, <br />technical technological and financial resources among the East Valley <br />Cities. <br />Provide the City with an economical and limited utilization of local <br />resource to satisfy the mandated requirements of the Congestion <br />Management Plan (CMP). <br />Provide.an effective mechanism for tracking and updating landuse <br />changes. <br />Lastly, it will result in the ability to adequately and reasonably <br />access inter -jurisdictional impact of major developments for CMP <br />purposes. <br />The consultant which has been retained for purpose of developing and <br />maintaining the model system is JHK and Associates, Exhibit "A" indicates the <br />cost to each participating City. <br />Item No. 14 <br />
