i <br />COUNCIL MEETING <br />March 19, 1974 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p.m. , <br />in the Council Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend J. Harold Headrick of the United Methodist Church of Colton. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were <br />City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, the Consent <br />Calendar was approved as follows: <br />1. Approval of Minutes - Regular meeting held March 5, 1974, and Adjourned Regular Meeting held <br />March 12, 1974, as on file in the Office of the City Clerk. <br />2. Approval of Warrants - Nos. 7706 through 7908 and Nos. 10897 through 11144 (March 15) <br />inclusive, as recommended by the Director of Finance. <br />3. Notice of Completion - Fontana Paving, Inc. , TOPICS Project T-3069 (30) . Accept and authorize <br />recording. <br />Mayor's Reports and Proclamations: <br />Mayor Huntoon stated that the appointments to the Recreation and Parks Commission and the Library Board will <br />be discussed after the meeting in Executive Session. <br />CORRESPONDENCE: <br />Letter from Wesley C. McDaniel, Executive Director of SANBAG, regarding Fuel Price Posting Requirements. <br />City Manager Huffaker said this letter advises that at the last General Assembly meeting of SANBAG it was <br />unanimously voted to endorse a resolution regarding fuel price posting requirements, and to urge all cities <br />to adopt similar emergency ordinances, which the Board of Supervisors has already done, by unanimous vote, <br />at their meeting held February 19, 1974. <br />Mr. Huffaker stated the ordinance was created to combat problems being encountered by the failure of service <br />stations adequately pcsti.ng prices or fuel availability information because of the rapid increases and fluctuations <br />now occurring. <br />Councilman Rehrer asked if the Council would have to take action of this kind at this time. Mr. Rehrer felt it <br />might cause a hardship on the small, independent service station operator. Mr. Rehrer said that although it <br />might be a good idea, he did not feel it was necessary for the City to take such action. <br />Councilwoman Spragins agreed with Councilman Rehrer, and stated she did not like to see the City tell a business what <br />to do or what not to do. <br />Councilman Gonzales felt it was an inconvenience for the public in not knowing if there is gas available, how <br />many gallons can be obtained and at what price. Mr. Gonzales said the service stations should post their <br />hours of operations and fuel prices for the convenience of the customers. <br />Councilman Hayes said he felt as Councilman Gonzales does about posting the hours of operation and fuel prices, <br />as this is what Los Angeles County is doing, and no doubt others will follow. Mr. Hayes stated he would not <br />like to see our service stations in a bind, however, in fairness to everyone he feels these requirements should <br />be posted. <br />Councilwoman Spragins asked if the City of San Bernardino is going along with this. <br />City Manager Huffaker answered yes they are. <br />On motion of Councilman Gonzales, seconded by Councilman Hayes and passed, the City Attorney was instructed <br />to prepare an ordinance indicating fuel price posting requirements and hours of operation for the City of Colton. <br />Councilwoman Spragins voting NO. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Planning Commission Resolution No. 756. <br />Planning Director Williams said this item concerns a recommendation by the Planning Commission to amend <br />Ordinance No. 964, as amended, Article II, Definitions: Article III, Section 300 Names of Zones: and the <br />addition of Article XII -A, PC - Planned Community Zone. <br />Mr. Williams advised the action necessary this evening is to set this item for public hearing on April 2, 1974. <br />
