106 <br />Mr. McGuern advised that 272 mailings were sent out regarding the maximum tax and the Chamber <br />received back 38 in favor of a maximum tax and 13 opposed to the maximum tax. <br />Mr. McGuern stated the Chamber feels that a maximum tax incorporated into the Business <br />License Ordinance would be most beneficial to all businesses in the City of Colton, both large <br />and small. Mr. McGuern said they also feel this would encourage future business in our com- <br />munity. <br />Councilman Gonzales commended the Chamber of Commerce for their endeavors and excellent job <br />with the survey. <br />Councilman Gonzales stated he is still opposed to a maximum tax. Mr. Gonzales said this may <br />be all right for certain businesses, but not for the City of Colton as a whole. <br />Mr. McGuern stated he feels the City of Colton needs more employment opportunities, a better <br />standard of living, and more industry, and the maximum tax limitation as a part of our City's <br />Business License Ordinance will actually attract more businesses and assist with future <br />progress. <br />Both Mayor Huntoon and City Manager Huffaker also commended the Chamber Members for their <br />efforts and fine job with the report. <br />Mr. Walt McLaughlin, Secretary -Treasurer of TCP, Inc., addressed the City Council stating <br />his company is more than willing to pay their fair share to the City of Colton, and the <br />company is in favor of the maximum tax. <br />Mr. McLaughlin said that approximately 99% of their sales are generated outside the City of <br />Colton, and a very small fraction of sales actually occur within the City of Colton, however, <br />the City still gets the benefit of the actual sales made because their offices are located <br />here. <br />Mr. Jim Snow, owner and manager of L. J. Snow Ford Company, said he feels that all business <br />license ordinances have always discriminated against large businesses. <br />Mr. Snow referred to the business license ordinance used by the City of Riverside, which was <br />rewritten in 1971, is very effective and yet very fair towards all businesses in that City. <br />Mr. Snow said the City of Colton should follow along the lines of their business license <br />ordinance when writing up Colton's new ordinance. <br />Mr. Snow said that he is also in favor of the maximum tax as a part of Colton's business <br />license ordinance. <br />City Manager Huffaker stated that if the Council members concur, Staff will make the approp- <br />riate changes, and have the Business License Ordinance ready for first reading at the next <br />regular Council meeting. <br />Mayor Huntoon stated he would like to poll the Council members present as to their opinion <br />regarding the maximum tax limit as a part of the ordinance. <br />Councilman Gonzales said he is opposed to a maximum tax limit. <br />Mayor Huntoon stated he is in favor of the maximum tax limit. <br />Councilmen Hayes and Rehrer stated they had no comments at this time. <br />City Manager Huffaker said that Staff has no further comments at this time. <br />ADJOURNMENT: <br />There being no further business to come before the City Council at this time, on motion of <br />Councilman Rehrer, seconded by Councilman Hayes and passed, Mayor Huntoon adjourned the <br />meeting at 8:17 p.m. <br />Approved this day of , 1974. <br />Mayor <br />V4-h-n/Q. 9- Z#� <br />HELEN A.
