204 <br />COUNCIL MEETING <br />AUGUST 19, 1975 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the <br />Council Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend William Goble of the Colton Church of Christ. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Gonzales, and Mayor Huntoon. Also present were City Manager Huffaker, <br />City Attorney Hutton, and City Clerk Ramos. Absent was Councilman Rehrer. <br />CONSENT CALENDAR: <br />Minutes <br />August 5, 1975 <br />Warrants <br />2730 through 2926 <br />21272 through 21566 <br />August 15, 1975, Inclusive <br />Notice of Completion <br />R. P. Bidney Corp., for 3 million gallon reservoir, Sched. VI. <br />Pacific Erectors, for 3 million gallon reservoir, Sched. I. <br />Davey's Electric, for 3 million gallon reservoir, Sched. V. <br />Albrite Fence Company, for City Yard fencing. <br />Kern Painting & Sandblasting, for repainting City's elevated tank. <br />Accepted and authorized for recording. <br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve Consent Calendar. Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />BOARDS AND COMMISSIONS <br />Cemetery Commission <br />Moved by Councilman Gonzales, seconded by Councilwoman Spragins, Mrs. Darlene Trimble was appointed to the Cemetery <br />Commission. Unanimous vote. <br />Community Center Committee Appointments <br />Mayor Huntoon asked for appointments from the Council members for the Community Center Committee. <br />Councilman Gonzales appointed Mr. Ray Abril, Jr.; Councilman Hayes appointed Mr. Rocky Jordan; Councilwoman Spragins <br />appointed Mr. Gerald DeJong; Mayor Huntoon appointed Mr. Patrick Kaney. <br />Mayor Huntoon stated that nothing further will be done on this matter until Councilman Rehrer has had the opportuni- <br />ty to make his appointment. <br />Citizens Service Award Committee Appointment <br />Mayor Huntoon asked that this matter be tabled until the next regular Council Meeting. <br />CORRESPONDENCE: <br />WEED ABATEMENT <br />Councilman Gonzales read his memorandum dated August 19, 1975, regarding the weed abatement program, and suggested <br />that Staff be directed to provide special notice, in addition to other required notifications, to property owners <br />stating in part that the lot is scheduled to be weed abated ten days after the notice, and charges will be sub- <br />stantially increased from previous years for any or all of the following reasons: large accumulations of burnable <br />materials requiring hand labor to remove; accumulations of rubble or other materials prohibiting machine work and <br />requiring hand labor for removal prior to machine work. Further, final charges will be assessed on the work needed <br />10 days from the notice, and any work done by the property owner or their agents to eliminate or reduce the nature <br />of the situation will save work by City crews and charges against the property. <br />Councilman Gonzales stated this may eliminate some of the problems that occurred with the weed abatement program <br />this year, for future programs. <br />Councilwoman Spragins said she felt this was a good idea, and that something definitely should be done to eliminate <br />future problems. <br />City Attorney suggested that before the Council makes a decision on the procedure suggested by Councilman Gonzales, <br />he would like to study this matter further to insure that this method will not be pre-empted by State law. Mr. <br />Hutton said he will report back to the Council at the next regular meeting on this matter. <br />All Council members agreed with the suggestion of the City Attorney. <br />rnMMTTNTTV gF.RUTrPq nTRFrTOR REPORTS AND RECOMMENDATTONS: <br />STREET DIVISION <br />La Cadena Drive <br />Mr. Earl Young, Community Services Director, showed the Council members a map, indicating a striping plan for La <br />Cadena Drive. <br />Mr. Young advised that after the proposed paving of La Cadena Drive, from H Street to Oak Street, the Street Divi- <br />sion of the Community Services Department would like to do some striping of the newly paved area, chang-igg two <br />narrow lanes to one wider lane, which will be 13 feet wide, with a free turn lane down the center of the street. <br />Mr. Young requested Council's approval for this project. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, Council approved the striping plan for La Cadena Drive <br />as presented by Staff.
