RAMOS <br />City Clerk <br />Approved this day of 1975. <br />Mayor <br />COUNCIL MEETING <br />August 5, 1975 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p.m., in the <br />Council Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Father Michael Keane of Immaculate Conception Catholic Church. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City Manager <br />Huffaker, City Attorney Hutton, Assistant City Attorney Edwards, and City Clerk Ramos. <br />rnNSFNT CALENDAR: <br />Minutes <br />JuTy- 15, 21, and 29, 1975 <br />Warrants <br />2539 through 2729 <br />20664 through 21271 <br />August 1, 1975 inclusive <br />Parcel Maps <br />#2690, Santo Antonio Drive, street dedication. <br />#2461, street dedication. <br />Accepted and authorized for recording. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve the Consent Calendar. Vote was unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />BOARDS AND COMMISSIONS <br />Cemetery Commission <br />Mayor Huntoon announced that he had not yet received a commitment for service on the Commission, however, he hoped <br />to be able to make an appointment at the next regular meeting. <br />CORRESPONDENCE: <br />SIGNS - ADVERTISING <br />Los Angeles County Fair <br />Letter from the Los Angeles County Fair requesting permission to hang advertising banners was read by City Manager <br />Huffaker. <br />Moved by Councilwoman Spragins, seconded by Councilman Hayes, to approve the request of the Los.Angeles County Fair <br />subject to proper clearance through appropriate departments. <br />WEED ABATEMENT <br />Edward T. Colunga <br />City Manager Huffaker read Mr. Colunga's letter objecting to Weed Abatement costs assessed to him. <br />John A. Suchi.l. <br />City Manager Huffaker reported the City had also received a letter from Mr. & Mrs. John A. Suchil objecting to Weed <br />Abatement costs. The City Manager informed the Council that Mr. Rich Turner of the Fire Department was present to- <br />night and that pictures of the properties in question were available for review. <br />Council viewed photographs of the Colunga property. <br />Councilman Gonzales questioned Mr. Turner regarding the various procedures and notification of costs to the property <br />owners. Councilman Gonzales further questioned the extremely high increase in assessments to the two properties in <br />question. <br />Mr. Turner outlined the Fire Departments involvement in the Weed Abatement Program and replied that in past years <br />both properties were abated of weeds by the disking method; however, this year the contractor was unable to disk <br />the property for various reasons and hand labor and truck equipment was used, resulting in the increased cost. <br />Council discussion followed. <br />Councilman Gonzales stated that he is sure the City is complying with the regulations regarding Weed Abatement; how- <br />ever, it would seem that some procedure could be initiated whereby the property owners could be notified of extra- <br />ordinary cost increases prior to actual work performance; in that way, the property owner would be aware of the cost <br />and it would then be up to them whether they chose to do the abating themselves or pay the contractor cost. <br />Mr. Luis Marquez representing Mrs. John A. Suchil objected to the fact that the property owners are not individual- <br />ly and specifically notified in regards to the cosh of Weed Abatement until after the contractor has performed the <br />work. <br />Mr. Edwardo T. Colunga stated that although the condition of his property may have been worse this year than in <br />AUG 1 1975 <br />
