COUNCIL MEETING
<br />March 4, 1975
<br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m. , in the
<br />Council Chambers of City Hall, Mayor Huntoon presiding.
<br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag.
<br />Invocation was offered by the Reverend T. Arthur Smith, of the First Baptist Church of Colton.

<br />Council members present were Hayes, Rehrer, Gonzales, and Mayor."- Huntoon. Also present were City Manager
<br />Huffaker, City Attorney Hutton, and City Clerk Ramos. Absent was Councilwoman Spragins .

<br />Mayor Huntoon announced the next monthly meeting of the Citrus Belt Division will be held in Barstow.

<br />AFSCME Local 122
<br />City Manager Huffaker referred to a letter dated February 18, 1975, from Mrs . Ruby Wicker, Executive Director of
<br />AFSCME, and their request to make a presentation before the City Council regarding employee representation.
<br />Mr. Richard Sierra, 15215 Boyle St., Fontana, International Representative of AFSCME Local 122, read a letter dated
<br />November 27, 1974, addressed to City Manager Huffaker from Ruby Wicker, of AFSCME, requesting formal recogni-
<br />tion, modification and de -certification of the existing organization, and representation of the City employees by
<br />AFSCME Local 122.
<br />Mr. Sierra also referred to correspondence dated December 18, 1974 to Mrs. Ruby Wicker from City Manager Huffaker;
<br />letter dated January 10, 1975 to City Manager Huffaker from Mr. Hirsch Adell, of the law firm Warren, Adell & Miller;
<br />letter dated January 21, 1975 to Mr. Hirsch Adell from City Manager Huffaker; letter dated January 27, 1975 to Mr.
<br />Hirsch Adell from City Manager Huffaker; letter dated February 5, 1975 to the Mayor and 2-ity Council from Mrs. Ruby
<br />Wicker; and Memorandum dated February 18, 1975, to the City Council via City Manager from the City Clerk.
<br />Mr. Sierra stated the AFSCME Local 122 requests that the City Council direct the City Manager to comply with both
<br />State law and the City's Resolution No. 2996 in consideration of their petition, and further requests that the City
<br />hold a public hearing on this matter followed by a secret,! ballot election among the employees to determine the
<br />representation by the appropriate unit.
<br />Mr. Richard Stearns, General Manager of the San Bernardino Public Employees Association, stated they are the exist-
<br />ing organization representing the City employees, and it is their opinion that AFSCME has not complied with State
<br />law and the City's Resolution No. 2996. Mr. Stearns advised this would be a very crucial time for an employees'
<br />election and change, due to the fact that negotiations and Meet and Confer sessions are imminent. Mr. Stearns re-
<br />quested Council's serious consideration of this matter.
<br />Mayor Huntoon felt this matter was of a very serious and legal nature, and should be referred to the City Manager and
<br />City Attorney.
<br />Councilman Gonzales felt the request should be dealt with this evening, and moved the Council direct the City
<br />Manager to initiate procedures for a public hearing on the request from AFSCME Local 122, and to conduct a secret
<br />ballot election among the City employees.
<br />Motion died for lack of a second.
<br />Discussion followed between Council members, Staff, and Mr. Sierra.
<br />Councilman Rehrer moved that the request from AFSCME Local 122 be referred back to the City Attorney for any further
<br />action that may be required.
<br />Motion seconded by Councilman Hayes.
