376 <br />ADJOURNED COUNCIL MEETING <br />November 10, 1976 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City <br />of Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran <br />presiding. <br />Rni i M i <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City <br />Manager Huffaker, City Attorney Edwards, and City Clerk Ramos. <br />RAcn1 iiti nn <br />Mayor Beltran read a Resolution commemorating the Michael A. Keane Knights of Columbus Hall Dedication, located <br />at 740 Pennsylvania Avenue, to be held on Saturday, November 13, 1976, at 7:30 p. m. <br />Recreation and Parks Commission <br />City Manager Huffaker reviewed the ordinance creating a Recreation and Parks Commission, specifically outlining <br />Section 2.36.060, Powers and Duties. <br />Planning Commission <br />Mr. Huffaker then reviewed the ordinance establishing the Planning Commission, stating the authority and <br />duties of the Planning Commission are as provided by state law and as delegated by the City Council, and as <br />further outlined in Government Code Section 65150. <br />Housing and Community Development Act <br />Community Development Coordinator Arturo de la Cerda reviewed the Community Participation Plan for the City of <br />Colton, as originally submitted by the Planning Department, April, 1976, and as revised and recommended for <br />adoption by the Community Citizens' Advisory Commission, October 21, 1976. <br />Mr. de la Cerda pointed out the recommended changes to the Plan, reading and discussing each one in detail <br />with the Council Members. <br />Mr. de la Cerda said if the Council Members are in agreement, he and the Commission recommend adoption of the <br />Community Participation Plan as submitted. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve and adopt the Community Participation <br />Plan as submitted. Vote was unanimous. <br />Housing and Community Development Act <br />Mayor Beltran stated the City Council would now like to hear from the Chairmen of the Planning Commission and <br />the Recreation and Parks Commission, and their comments and recommendations with regard to each Commission's <br />duties in the Housing and Community Development Act process. <br />Planning Director Williams stated he feels that the Planning Commission's role at this point should be very <br />limited, they should be interested in what is going on but not necessarily participate. Mr. Williams said, <br />however, when the City does get involved in the housing projects, then the Commission should definitely take <br />an active role in this plan, especially because of the Housing Element for the City. <br />Mr. Williams concluded there should be coordination between the Commissions, however, any recommendations <br />should be done on a "comment" basis only. <br />Mr. Rolin Grider, Chairman of the Planning Commission, stated that he agrees with the comments made by Mr. <br />Williams. <br />Mr. David Lozano, Chairman of the Recreation and Parks Commission, stated the Commission wishes to follow the <br />same procedures as outlined by the Planning Director. <br />Mayor Beltran then referred to previous Minutes from the Recreation and Parks Commission meetings, wherein the <br />Commission had indicated they felt their Commission should be taking a more active part in the Housing and <br />Community Development Program and future projects. <br />Mr. Lozano stated this is true to an extent, especially where recreation and future programs are concerned. <br />Mr. Lozano said the Commission is concerned as to who will have the final say or recommendation to the City <br />Council on these matters, the Recreation and Parks Commission or the Community Citizens' Advisory Commission. <br />Mr. Lozano continued the Recreation and Parks Commission feel that inasmuch as they will be mostly involved with <br />the planning and programming once these projects have been completed, it would be more advantageous to report <br />directly to the City Council on these matters, rather than having to go through the Community Citizens' Advisory <br />Commission. <br />Mayor Beltran stated the City Council is also concerned with developing better coordination and combined efforts <br />of all the Commissions involved, taking into consideration the in -put, comments and recommendations from each one. <br />Mr. Lozano answered he understands this, however, the question is will the Recreation and Parks Commission have <br />the discretion of reporting directly to the City Council their final comments and recommendations. <br />After discussion, Council consensus was that the Recreation and Parks Commission make their final comments and <br />recommendations to the City Council. <br />Councilman Rehrer felt that all of the Commissions should join in a spirit of cooperation and get together to <br />discuss all aspects of these projects, come up with plans and recommendations, and work with one another <br />towards a common goal. <br />Councilman Hayes stated he agrees, with Councilman Rehrer, this is a matter of coordinated efforts. <br />Chairman Grider stated he feels the main problem here is articulation. Mr. Grider suggested that reports, <br />plans, recommendations, etc., be done at the Staff level, as there seems to be a need for better cooperation <br />among Staff personnel, then this information can, in turn, be passed on to the various Commissions to keep <br />them apprised. <br />NOV 11976 <br />
