<br />COUNCIL MEETING
<br />April 20, 1976
<br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in
<br />the Council Chambers of City Hall, Mayor Beltran presiding.
<br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag.
<br />Invocation was offered by Councilman Leroy Rehrer.
<br />ROLL CALL:
<br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City
<br />Manager Huffaker, City Attorney Edwards, and City Clerk Ramos.
<br />CONSENT CALENDAR:

<br />April 6, 1976 Mayor Beltran amended Page 4, first paragraph, regarding appoint-
<br />ment to TSA Board of Directors, recommending the City Manager
<br />in place of Councilwoman Cisneros, because this is a technical
<br />Staff type of committee comprised of City Managers.

<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Consent Calendar. Vote was unanimous.
<br />MAYOR'S REPORTS AND PROCLAMATIONS:
<br />Resolutions of Commendation
<br />Mayor Beltran read and presented Resolutions of Commendation to the following students:
<br />Elpidio Estrada, Helen Reddoch, Thomas Schultz, and Beatrice Thorp.
<br />Mr. Robert L. Blaikie, representing the San Bernardino B.P.O. Elks Lodge No. 836, also presented the four
<br />students with Resolutions on behalf of Dennis Hansberger, Chairman of the County Board of Supervisors.
<br />Mayor Beltran acknowledged the following Proclamations:
<br />National Family Unity Week - May 2 to 8, 1976.
<br />Leukemia Week - May 2 to 8, 1976.
<br />Elks National Youth Week - May 1 to 8, 1976.
<br />Community Development Act
<br />Mayor Beltran stated the City Council will deviate from the Agenda at this time, and discuss the Community
<br />Development Act items concerning funding and proposed projects.
<br />City Manager Huffaker advised that the Community Development Act item had inadvertently been left off of the
<br />Agenda, and consequently had not been publicized in the newspaper for this evening's meeting, therefore, Staff
<br />would recommend that another meeting be held some time next week to discuss this matter thoroughly and also to
<br />give the citizens ample notice and opportunity to attend the meeting.
<br />It was the consensus of the Council members to schedule a meeting for Monday, April 26, 1976, at 7:30 p. m.,
<br />in the Council Chambers.
<br />Ordinance No. 1493.
<br />Mayor Beltran read a letter dated April 1, 1976, regarding a request to sell "safe and sane" fireworks within
<br />the City of Colton, and to rescind the existing ordinance which prevents the sale or use of fireworks in the
<br />City.
<br />The letter was signed by the following groups and individuals: Sally A. Hernandez, President, Miss Softball
<br />America; Arcadio Canino, President, Colton Pony/Colt League; Valerie J. Towle, President, Colton Band Parents;
<br />Manuel Romero, President, Los Padrinos; and Barbara Delgado, San Salvador Church.
<br />The letter requested approval of the sale of fireworks in the City to help support the youth of the community
<br />and for fund raising activities.
<br />Mayor Beltran stated that an ordinance has been prepared for first reading this evening which would regulate
<br />the storage, use and sale of safe and sane fireworks within the City, and rescind the existing ordinance.
<br />Speaking in favor of the proposed ordinance and the sale of fireworks in the City were Mrs. Valerie J. Towle,
<br />22111 Newport Avenue, Colton, and Mr. Manuel Romero, President of the Los Padrinos and Instructor at the Pasa
<br />Tiempo Boutique. Mrs. Towle suggested that the City Council consider adding to the proposed ordinance that the
<br />sale of fireworks be excluded from the water shed areas.
<br />Mr. E. H. Robinson, 145 East G Street, Colton, spoke in opposition to the sale of fireworks in the City, stating he
<br />felt it was too dangerous.
<br />Councilman Rehrer saated he felt there is no such thing as "safe and sane" fireworks and that he was opposed to
<br />adopting an ordinance permitting the sale and use of fireworks in this community. Mr. Rehrer said he did not
<br />feel that the City Council should take on the responsibility for something of this nature.
<br />Mayor Beltran read a report submitted by Councilman Hayes regarding total calls and/or injuries involving the use
<br />of fireworks in the following cities: Colton, San Bernardino, Rialto, Riverside, and Redlands. The report also
<br />stated that under new California laws, 1975, hospitals do not have to report such injuries.
