CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: Legislation Conflict of Interest Code City Attorney Edwards reported from a memorandum dated July 13, 1976, from City Clerk Ramos, advising that the City Council is required to submit a Conflict of Interest Code for the City of Colton to the Fair Political Practices Commission, on or before September 10, 1976, pursuant to the Political Reform Act of 1974. Mr. Edwards continued this matter will necessitate holding a public hearing to consider and approve the City Council's Code, and also to approve a resolution adopting a Conflict of Interest Code for the City Council in compliance with Section 87300 of the Government Code. Mr. Edwards concluded it is suggested that the date of August 3, 1976, be set for the public hearing on this matter. Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to set the date of August 3, 1976, for public hearing on the Conflict of Interest Code for the City Council. Vote was unanimous. Claim Dwayne Eugene Whitfield vs. the City of Colton Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to deny the Claim of Eugene Whitfield versus the City of Colton. Vote was unanimous. ORAL COMMUNICATIONS: The following persons spoke in opposition to the recent utility rate increases for the City of Colton, and the substantial effect it will have on the citizens of the community. RAMOS City Clerk City of Colton COUNCIL MEETING August 3, 1976 A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran presiding. Mayor Beltran led the group in the Pledge of Allegiance to the Flag. Invocation was offered by the Reverend Floyd Yeates of the Olive Street Baptist Church. Council members present were Hayes, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager Huffaker and City Attorney Edwards. Absent was Councilwoman Cisneros and City Clerk Ramos.
