CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Legislation <br />Conflict of Interest Code <br />City Attorney Edwards reported from a memorandum dated July 13, 1976, from City Clerk Ramos, advising that the City <br />Council is required to submit a Conflict of Interest Code for the City of Colton to the Fair Political Practices <br />Commission, on or before September 10, 1976, pursuant to the Political Reform Act of 1974. <br />Mr. Edwards continued this matter will necessitate holding a public hearing to consider and approve the City Council's <br />Code, and also to approve a resolution adopting a Conflict of Interest Code for the City Council in compliance with <br />Section 87300 of the Government Code. <br />Mr. Edwards concluded it is suggested that the date of August 3, 1976, be set for the public hearing on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to set the date of August 3, 1976, for public hearing <br />on the Conflict of Interest Code for the City Council. Vote was unanimous. <br />Claim <br />Dwayne Eugene Whitfield vs. the City of Colton <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to deny the Claim of Eugene Whitfield versus the <br />City of Colton. Vote was unanimous. <br />ORAL COMMUNICATIONS: <br />The following persons spoke in opposition to the recent utility rate increases for the City of Colton, and the <br />substantial effect it will have on the citizens of the community. <br />Mr. and Mrs. E. RAMOS <br />City Clerk <br />City of Colton <br />COUNCIL MEETING <br />August 3, 1976 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the <br />Council Chambers of City Hall, Mayor Beltran presiding. <br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Floyd Yeates of the Olive Street Baptist Church. <br />Council members present were Hayes, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager Huffaker <br />and City Attorney Edwards.
