Personnel System Rules and Regulations: <br />Mayor Huntoon stated the purpose for the Adjourned Meeting this evening is to hear the presentation that is to <br />be given by the San Bernardino Public Employees Association with regard to proposed changes in the City's <br />Personnel System Rules and Regulations. <br />Mayor Huntoon continued that the Council members had just received the report from the Association, and that <br />they have not yet received the report as compiled by Hamilton & Associates, therefore, there will be no decision <br />reached this evening or any action to be taken by the City Council. <br />San Bernardino Public Employees Association <br />Mr. Jim Cooper, Representative for the San Bernardino Public Employees Association, stated it is the Association's <br />intent to present to the City Council their recommended changes and additions or deletions to the City's <br />Personnel System Rules and Regulations, with the ultimate establishment of a Personnel System that will be <br />beneficial and rewarding to all City employees. <br />Mr. Cooper said he would like to discuss in detail with the Council members several.. of the Rules of the Personnel <br />System, and in particular Rule III, Civil Service Board; Rule XIII, Transfer, Promotion, Demotion, Suspension <br />and Reinstatement; and Rule XV, Appeals and Hearings. <br />Mr. Cooper than gave a lengthy presentation concerning various Sections of each of the three catagories of <br />Rules mentioned, and the recommended changes that the Association felt were significant and necessary. Mr. <br />Cooper also discussed Sections under Rule IV, Classification; Rule VII, Examinations; Rule X, Probationary <br />Period; and Rule XVI, Training of Employees. <br />In conclusion, Mr. Cooper gave a brief outline of the Associations's recommendations for expansion of the Civil <br />Service Board's responsibilities. <br />Mayor Huntoon, Councilwoman Spragins, and Councilmen Gonzales and Hayes thanked Mr. Cooper for his fine <br />presentation, and commended him and the other seven members of the Committee for their efforts and good report. <br />An.lnlIRNMFNT <br />There being no further business to come before the City Council at this time, on motion of Councilman Hayes, <br />seconded by Councilman Gonzales, Mayor Huntoon adjourned the meeting at 9:10 p. m. <br />Approved this day of , 1976. <br />Mayor <br />HELEN A.
