<br />COUNCIL MEETING
<br />May 18, 1976
<br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the
<br />Council Chambers of City Hall, Mayor Beltran presiding.
<br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag.
<br />Invocation was offered by Councilman James D. Hayes.
<br />ROLL CALL:
<br />Council members present were Hayes, Cisneros, Gonzales, and Mayor Beltran. Also present were City Manager Huffaker,
<br />City Attorney Edwards, and City Clerk Ramos. Absent was Councilman Rehrer.

<br />Memorial Poppies
<br />Council approved the requests from American Legion Auxiliary Post No. 155, and the VFW Post 6476, to sell Memorial
<br />Poppies in Colton on May 21 and 22, 1976.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the Consent Calendar. Vote was unanimous.
<br />MAYOR'S REPORTS AND PRnr,1AMATTnNC,
<br />Proclamations
<br />May, Hypertension Month - San Bernardino County Heart Association. Mayor Beltran
<br />read the Proclamation in full.
<br />Golden Anniversary of the Air Commerce Act of 1926 acknowledged.
<br />Soil Stewardship Week, May 23 through 30, 1976 - acknowledged.
<br />Resolution of Commendation - Colton Explorer Scouts Post 245.
<br />Councilman Jim Hayes read the Resolution of Commendation honoring the Colton Explorer Scouts Post 245, and presented
<br />it to Captain Dennis Casey and Lt. Dave Pearson.
<br />Captain Casey made a presentation to the City Council regarding the Colton Police Explorers Program, which helps to
<br />prepare youth in the field of criminal justice, and the success of this program in our community since its inception
<br />in March of 1975, the Colton Post 245 now containing 70 members, and also commended Police Chief Elliott and Lt.
<br />Dave Pearson for their assistance and dedication with this program.
<br />Cemetery Commission Appointment
<br />Mayor Beltran advised that the appointment to the Cemetery Commission will be made at the first regular meeting in
<br />June.
<br />Dance Permit
<br />Moved by Councilman Hayes, seconded by Councilman Gonzales, to approve request for Dance Permit, by the Trabajadores
<br />Unidos, on Saturday, May 22, 1976, from 4:00 to 9:00 p.m., subject to ratification of the Chief of Police. Vote
<br />was unanimous.
<br />Boards and Commissions
<br />Sister City Committee
<br />Councilman Gonzales read a letter from Mr. Chet Slepski, Chairman of the Sister City Committee, dated May 18, 19765
<br />advising that the Committee has been formed and is now active, and requested that the City Council honor expenses,
<br />with proper verification, up to the amount of $600., which had been allocated in the 1975-76 Budget. The letter
<br />further requested that the City Council authorize available Staff time for a secretary to take minutes, etc. for
<br />the Committee.
<br />Mayor Beltran advised there is an amount of $560. remaining in the 1975-76 Budget Account that can be used by the
<br />Sister City Committee for certain expenditures.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, authorizing the Sister City Committee an expense account
<br />not to exceed the amount of $560., for operation of their committee. Vote was unanimous.
<br />City Attorney Edwards suggested that the Council consider adding to the motion that the Committee check first with
<br />the Finance Department and City Manager for authorization and approval of an expenditure prior to submitting their
<br />requests for any funds.
<br />Mayor Beltran and Councilman Gonzales felt this was not necessary, and Mr. Gonzales reminded Staff and Council of
<br />the functions of the Bicentennial Committee and the large budget they have to work with.
<br />Moved by Councilman Gonzales, seconded by Councilman Hayes, designating the Mayor to authorize, approve and sign
<br />all expenditure requests made by the Sister City Committee. Vote was unanimous.
<br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve request for Staff support to take
<br />minutes, etc., at the Sister City Committee meetings. Vote was unanimous.
<br />Personnel
<br />PERS Retired Employees
<br />Mayor Beltran read a letter addressed to the Mayor and City Council, dated May 18, 1976, signed by William R. Carlson
<br />and Norman L. Madsen, together with a petition containing 27 names, requesting that the Cit Council consider amending

<br />the City's contract with the Public Employees' Retirement System to increase the Cost -of -Living allowance from 2% per
<br />year to 5% per year, for retired City employees.
<br />Mayor Beltran stated that this item will be considered at the forthcoming budget sessions.
