COUNCIL MEETING <br />November 3, 1976 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in <br />the Council Chambers of City Hall, Mayor Beltran presiding. <br />Mayor Beltran led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Father George Councell of Grace Episcopal Church. <br />R01 1 CAI I <br />Council members present were Hayes, Cisneros, Rehrer, and Mayor Beltran. Also present were City Manager <br />Huffaker, City Attorney Edwards, and City Clerk Ramos. Conduct Forget -Me -Not Fund Raiser, November 7 - 93 <br />1976, approved. <br />Civil Service System <br />Public Hearing set for November 16, 1976, to amend Civil Service System Codes. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve the Consent Calendar. Vote was <br />unanimous. <br />MAYOR'S RFPnRTS ANS PRnrI AMATMNS <br />Resolution of Svmpath <br />Mayor Beltran read a Resolution of Sympathy on behalf of Robert L. Schnore, deceased, which was presented to his <br />widow, Mrs. Betty Schnore. <br />Governmental Agencies <br />City of Redlands <br />Mr. Christen M. Knudsen, Councilman of the City of Redlands, made a presentation to the Council members regarding <br />the completion of Highway 30, the Foothill Freeway, which runs from the Glendora area to west Redlands, at <br />Tennessee and Third Streets. <br />Mr. Knudsen reported that at a recent SANBAG meeting a vote was taken which resulted in favor of continuing <br />this project, and the feeling is that with the assistance and funding from local groups, in the amount of <br />approximately 6.4 million dollars, or 83%, and State funding in the amount of 1.3 million dollars, or 17%, <br />along with Federal funding in the amount of 2.6 million dollars, for a total of 10.3 million dollars, this <br />project could be completed over a period of the next six years. <br />Mr. Knudsen stated the completion of this freeway will be a vital and badly needed route not only for Redlands <br />and other western valley cities, but the eastern valley cities as well. <br />Mr. Knudsen advised that both the State Highway Commission and CALTRANS are in favor of completing this project, <br />and after resolving certain conflicts during their meeting, SANBAG is also in agreement. <br />Mr. Knudsen said with the joint efforts and cooperation between the East Valley cities and the West Valley <br />cities, this arterial highway can be constructed and completed for the benefit of all. <br />Mr. Knudsen further advised that, at the SANBAG meeting, Supervisor Robert Townsend and the City of Fontana <br />indicated approval and support of this project; however, the City of Rialto, although not opposed to the <br />project, have not as yet taken action. <br />Mr. Knudsen stated he would like the City of Colton to keep in mind that the extension of Highway 30 is a <br />regional project that will benefit all surrounding cities, not just Redlands, such as Loma Linda, when the new <br />Veterans facility is completed. <br />Mayor Beltran asked how many years will be involved for completion of this proposal? <br />Mr. Knudsen answered it is anticipated approximately six years, however, this may be shortened to four years. <br />Mayor Beltran thanked Councilman Knudsen for his fine presentation and report. <br />Planning Commission <br />Mayor Beltran stated that appointments to the Planning Commission will be made at the next regular Council <br />Meeting, November 16, 1976. <br />N•�/ y� <br />,31976 <br />
