Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve initiating an education/work experience <br />rehabilitation program between the City of Colton and the Colton Joint Unified School District, as outlined by <br />Staff. Unanimous vote. <br />Parks <br />Municipal and Central Ballparks <br />Mr. Johnsen read his memorandum dated March 15, 1977, regarding the request for lighting improvements at Municipal <br />and Central Ballparks for the Little League Baseball fields. <br />Mr. Johnsen advised that the estimated cost for the requested improvements would be $12,000, with an additional <br />estimated cost for labor of $500 per day, for two days at each park. <br />Mr. Johnsen concluded there are no monies allocated for these improvements in the present budget, and Staff recom- <br />mends the Council hold this request over for consideration as part of the 1977-78 Budget. <br />Mrs. Kathy Jay, 22940 Victoria, Colton, President of the Colton Terrace Little League, requested that the City <br />Council give very serious consideration to installing the necessary lighting required at these ball fields before <br />the Little League season begins, mainly due to the safety factor involved. <br />Mr. David Lozano, 826 West Louise Street, Colton, stated that he is a Safety Officer for Colton, and said it is <br />very essential that the City Council have the proper lighting installed at these ball fields as soon as possible. <br />Mr. Lozano said that each year the Recreation and Parks Commission, along with the various baseball leagues, have <br />requested that the City Council do something about the lighting at these baseball fields, and each year this matter <br />has been put aside. <br />Mayor Beltran stated that inasmuch as there are several Grand Terrace residents present this evening, who are also <br />interested in this matter, he would like to suggest that County Supervisor Dennis Hansberger be contacted and made <br />aware of this need, and possibly, through a joint effort, something constructive can be accomplished. <br />Discussion followed among Council Members, Staff and proponents regarding the requested lighting improvements, the <br />costs involved, and contacting the County Supervisor representatives in this regard. <br />Mayor Beltran said that he and the other Council Members are available to discuss this matter in greater detail and <br />are willing to meet with all interested parties tomorrow evening at 7:00 p. m., in City Hall. <br />Moved by Councilman Rehrer, seconded by Councilman Gonzales, authorizing Staff to prepare a letter to be signed by <br />the Council Members and Presidents of the Colton and Grand Terrace Little Leagues, to be forwarded to County Super- <br />visors Dennis Hansberger and Robert Townsend regarding lighting improvements at Central and Municipal Ballparks. <br />Vote was unanimous. <br />EXECUTIVE SESSION: <br />The City Council adjourned to Executive Session at 9:07 p. m., to discuss Personnel Matters, and reconvened at 9:30 <br />p. m., all Members present. <br />Personnel <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to set a public hearing on Tuesday, April 5, 1977, at <br />7:30 p. m., for a Change in Classification. Also present were Acting City Manager Johnsen, <br />City Attorney Edwards, and City Clerk Ramos.
