COUNCIL MEETING <br />January 18, 1977 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the <br />Council Chambers of City Hall, Mayor Pro Tem Gonzales presiding. <br />Mayor Pro Tem Gonzales led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Father Peter Luque of San Salvador Church. <br />Rni i m i <br />Council members present were Hayes, Cisneros, Rehrer, and Mayor Pro Tem Gonzales. Also present were City Manager <br />Huffaker, City Attorney Edwards, and City Clerk Ramos. Unanimous vote. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Boards and Commissions <br />Appointments --Civil Service Board <br />Mayor Pro Tem Gonzales stated that the appointments to the Civil Service Board will be made at the next Regular <br />Council Meeting, February 1, 1977. <br />EXECUTIVE SESSION: <br />The City Council adjourned to Executive Session at 7:39 p. m., to discuss Personnel Matters, and reconvened at 8:28 <br />p. m., all members present. <br />Community Development Program <br />Progress Report <br />Community Development Coordinator Arturo de la Cerda advised the Council that Chairwoman Rosalinda Ortega has <br />officially resigned from the Community Citizens' Advisory Commission, and it would be appreciated if the Council <br />would consider appointment of another Commissioner for her replacement as soon as possible. <br />Mr. de la Cerda reported that at the C.C.A.0 Meeting held January 6, 1977, the Commission recommended revision to <br />the Citizen Participation Plan, under Part D, Operational Guidelines of the C.C.A.C., No. 5, to read - "that a <br />quorum shall be constituted when a simple majority of Commission members is present". <br />Mr. de la Cerda said Staff agrees with this recommendation, and Council approval is requested. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve recommendation of the Community Citizens' <br />Advisory Commission regarding revision of the Citizen Participation Plan, Part D, Operational Guidelines of the <br />C.C.A.C., No. 5, as outlined by Staff. Vote was unanimous. <br />Planned Projects <br />Mr. de la Cerda reviewed, with the Council Members, a revision in the floor plan for the proposed Multi -Service <br />Center, to be located in Veterans Park, and displayed new renderings provided by the architect indicating the <br />proposed changes in the floor plan. Mr. de la Cerda said the Commission has reviewed the floor plans and recommend <br />approval of these revisions, and Staff and the architect are requesting further direction from the Council and <br />approval before proceeding. <br />Miss Judy Dimming, representing the Social Service Corps and Loma Linda Clinic, spoke to the Council regarding the <br />revised floor plan, stating these revisions and proposed rooms will not accommodate the facilities and services for <br />the personnel and Clinic. Miss Dimming then presented to the Council a drawing of a recommended floor plan, as <br />submitted by Dr. Ordleheide of the Clinic, along with their request that the Loma Linda Clinic be provided with six <br />examining rooms and a storage room, so that they may continue to provide the public with the same type of medical <br />services and facilities that are presently offered at the existing Center. <br />Discussion followed among Council members regarding the revised floor plan, proposed uses of the rooms and services <br />to be offered at the Multi -Service Center, and the additional costs involved. <br />Mr. de la Cerda then showed the Council members revised floor plans for the Community Center and Shower/Locker <br />facilities, to be located in Municipal Park, and also new site plans of the exterior elevations for the Multi - <br />Service Center and Community Center buildings. <br />Mr. de la Cerda advised that we are going over the estimated budget, with the new cost estimates and revised site <br />plans, and we are also running out of time. <br />JAN 1 � 1977 <br />
