155 <br />COUNCIL MEETING <br />NOVEMBER 21, 1989 <br />A Regular Meeting of the City Council of the City of Colton was held <br />on the above given date at 7:30 p. m., in the Council Chambers of City <br />Hall, Mayor Gonzales presiding. <br />Mayor Gonzales led the group in the Pledge of Allegiance to the Flag. <br />R OT.T. r A T.T. <br />Council Members present were Rios, Cisneros, Rehrer, Lofy, and Mayor <br />Gonzales. Also present were City Manager Keane, City Attorney Edwards, <br />and City Clerk Ramos. <br />CONSENT CALENDAR: <br />City Manager Leslie Keane stated that Item No. 4, on the Consent Cal- <br />endar, will be removed and discussed as a separate item. <br />(1) Minutes <br />November 7, 1989 <br />(2) Warrants <br />co 85025 - 85428 <br />G[ 153622 - 153790, 153791 - 154006 <br />November 16, 1989 <br />(3) Permits <br />Approval of Encroachment Permit for Corporate Yards. <br />(4) Personnel <br />Consider Agreement for Contract Employee Services, Executive <br />Assistant for City Council. (Removed from Consent Calendar) <br />(5) Claims <br />Mapy Echeverria, Steven Fisher, Judy D., John E. and Vincent <br />E. Jones, vs. City of Colton. Recommend denial. <br />(6) Agreements <br />Approval of Project Planning Agreement for Adelanto-Lugo <br />Transmission Project. <br />(7) Notice of Completion <br />Accept the Valley Boulevard and Eucalyptus Avenue Storm Drain <br />Project as 100% Complete, and authorize filing the Notice of <br />Completion. <br />(8) Streets <br />Set for Public Hearing, Tuesday, December 5, 1989, request <br />for Street Name Change from Riverside Avenue to Veterans <br />Way. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />the Consent Calendar, with deletion of Item No. 4. Unanimous vote. <br />Dena Smith, Employee Representative from San Bernardino Public Employees <br />Association, addressed the City Council regarding the Contract Employee <br />position of Executive Assistant for the City Council, stating it is not <br />appropriate to fill a regular employees's position, within the bargain- <br />ing unit, with a contract person, as that person would be an indepen- <br />dent contractor rather than following the Civil Service System. Ms. <br />Smith stated there are no qualifications listed, nor minimum skills, <br />and yet the salary seems high. Ms. Smith requested the City Council <br />reconsider this matter and scrutinize the contract more closely. <br />Moved by Councilman Rios, seconded by Councilman Lofy, to approve posi- <br />tion of Executive Assistant for the City Council as outlined in the Con- <br />tract.
