R-84-17
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON
AUTHORIZING TO WAIVE THE FORMAL BIDDING PROCESS AND
AUTHORIZE THE CITY OF COLTON TO PIGGYBACK ON THE STATE OF
CALIFORNIA'S BID AWARD FOR THE PURCHASE OF ONE NEW 2017
CHEVY BOLT ELECTRIC VEHICLE FROM WONDRIES FLEET GROUP, IN
THE AMOUNT OF $38,894.05 IN ACCORDANCE WITH COLTON
MUNICIPAL CODE 3.08.140(C) AND AUTHORIZE THE CITY MANAGER TO
EXECUTE THE CONTRACT.
WHEREAS, The City of Colton has budgeted electric vehicle purchases in FY 2017-181
Subvention Fund Account for the Public Works Department; and,
WHEREAS, The City applied for California's Public Fleet Pilot Project Rebate by the
Air Resources Board which reserved $10,000 for the purchase of the Electric Vehicle Chevy
Bolt. The Air Resources Board approved the $10,000 to be reimbursed once the City purchases
the vehicle; and,
WHEREAS, The City of Colton recognizes that one of the most effective ways of reducing
greenhouse gas (GHG) emissions in the City of Colton is to purchase electric vehicles for fleet. For
every gallon of gasoline used an estimated 24 pounds of carbon dioxide and other global warming
gases are emitted into the air. The average midsize car has a 16 gallon tank. This equals 384
pounds of global warming gases every time that vehicle fills up. Filling up once a week for an
entire year produces 19,968 pounds of GHG emissions; and,
WHEREAS, The Chevy Bolt helps achieve this goal of GHG reduction with a travel
mile range of 238 miles. The Chevy Bolt also has the capabilities to fast charge in 15-20 minutes;
and,
WHEREAS, Colton Municipal Code, Title 3, Chapter 3.08.140, Section (c), Competitive
Bidding Already Completed: allows the competitive bidding requirements to be waived when
the authorized contracting party determines that a competitive bid procedure has been
conducted by another public agency (e.g. through CMAS or GSA) and the price to the City is
equal or better than the price to that public agency; and,
-1-
