R-92-13 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />TO AMEND THE FISCAL YEAR 2013/2014 BUDGET TO <br />APPROPRIATE $50,000 FOR PUBLIC FACILITIES NEEDS <br />ASSESSMENT <br />WHEREAS, the last comprehensive public facilities needs assessment was conducted <br />in August 2008; and <br />WHEREAS, the City Council of the City of Colton (the "City") seeks to solicit, under <br />a Request for Qualifications (RFQ), consulting firms and agencies qualified and <br />experienced in developing and implementing programs designed to facilitate the successful <br />implementation of complex planning projects, with particular attention to historic <br />downtowns; and <br />WHEREAS, the scope of services would include, but not limited to, a needs <br />assessment study and site evaluations, and provide a facility deficiency evaluation report <br />and provide design services for a plan and an estimate of associated costs for <br />implementation; and <br />WHEREAS, General Fund Reserve account 100-2540-002 has been restricted by the <br />City Council for a proposed regional park; and <br />WHEREAS, the needs assessment study will include an analysis of existing and future <br />park needs, including a regional park; and <br />WHEREAS, a budget appropriation for activities, not listed in the 2013 — 2014 Fiscal <br />Year budget, is required and must be approved by resolution of the City Council. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />DOES HEREBY RESOLVE AS FOLLOWS: <br />
