R-99-11 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, ADOPTING THE 2010 LOCAL HAZARD MITIGATION <br />PLAN UPDATE, AUTHORIZING FUTURE NON -SUBSTANTIVE <br />AMENDMENTS TO THE PLAN, AND RESCINDING RESOLUTION NO. <br />R-18-05 <br />WHEREAS, The preservation of life and property is an inherent responsibility of local, <br />State and Federal government; and <br />WHEREAS, The City of Colton joined with agencies in San Bernardino County to <br />develop, adopt and maintain a multi jurisdictional Hazard Mitigation Plan; and <br />WHEREAS, The City is charged and entrusted with the protection of persons and <br />property prior to and during emergencies, and/or disaster conditions; and <br />WHEREAS, The goal of a Hazard Mitigation Plan is to minimize, reduce or eliminate <br />loss of life and/or property; and <br />WHEREAS, This Hazard Mitigation Plan represents a comprehensive description of the <br />City's commitment to reducing, preventing or eliminating potential impacts of disasters caused by <br />natural and human -caused hazards; and <br />WHEREAS, The City of Colton previously adopted its Hazard Mitigation Plan with the <br />adoption of Resolution No. R-18-05; and <br />WHEREAS, The City Council desires to rescind Resolution No. R-18-05 and adopt the <br />updated Hazard Mitigation Plan in accordance with the Disaster Mitigation Act of 2000; and <br />WHEREAS, The City has undertaken a comprehensive planning effort in developing the <br />Local Hazard Mitigation Plan by organizing resources, assessing risks, and developing and <br />implementing a mitigation plan and monitoring process; and <br />WHEREAS, The Hazard Mitigation Plan is a Federal requirement under the Disaster <br />Mitigation Act of 2000 for the City to receive Federal funds for disaster recovery and mitigation; <br />and <br />WHEREAS, The Hazard Mitigation Plan established a coordinated effort to support <br />mitigation activities and identifies measures to combat natural and man-made hazards within our <br />City; and <br />WHEREAS, The Hazard Mitigation Plan is an extension of the State of California Multi - <br />Hazard Mitigation Plan, and will be reviewed and exercised periodically and revised as necessary <br />to meet changing conditions; and <br />WHEREAS, The City of Colton agrees to adopt this Hazard Mitigation Plan and urges <br />all officials, employees, public and private organizations, and citizens, individually and <br />collectively, to do their share in furthering the goals and objectives of hazard mitigation within <br />the City of Colton. <br />
