CITY OF COLTON <br />AGENDA REPORT <br />For the City Council Meeting of August 3, 1999 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Henry Garcia, City Manager/0 j <br />FROM: Al Holliman, Finance Director <br />SUBJECT: Award a Three-year Contract to Pacific Bell for Internet Services. <br />DATE: July 22, 1999 <br />BACKGROUND <br />The Information Services Division is seeking to establish an Internet connection for use in the course of <br />City business. It is the intent of the City to increase use of the Internet as a means of transport for <br />conducting business with customers and vendors electronically. In addition to basic connectivity, the City <br />intends to provide electronic mail, internal web publishing, and the City's public World Wide Web site <br />through this connection. This will also provide security to the City's computer system. <br />ANALYSIS <br />The City is currently using AOL (America on Line) for its Internet access. This requires a modem as well <br />as a telephone line for each employee that is connected. In addition, the Library currently has three <br />connections to accommodate public access to the Internet. The City is paying a monthly service fee of <br />$19.95 to AOL for every connection and a fee -per -minute rate to the telephone company when someone <br />is connected to the Internet. <br />The proposed service from Pacific Bell will go through a router to the City's network and will then be <br />provided to each employee through the network. This will greatly increase security for the City's records. <br />The cost will not be increased when we add employees, and there will be no additional telephone <br />charges when connected. <br />On March 24, 1999, Purchasing solicited a "Request for Proposal" to twenty vendors for these services. <br />No proposals were received. The City requested an informal proposal from Pacific Bell. Pacific Bell <br />proposed a three-year contract with a first year amount of $15,815, which includes a non-recurring <br />charge of $5,495. The second and third year amount is $10,320.
