CITY OF COLTON <br />AGENDA REPORT <br />Council Meeting of August 1, 2000 <br />TO: Honorable Mayor and Council <br />APPROVAL: Henry T. Garcia, City <br />FROM: Daryl J. Parrish, Assistant City Manage <br />SUBJECT: Award of Professional Services Contract to Integrated Recycling <br />Incorporated in the Amount of $37,500 for the Colton Base Year <br />Adjustment Project. <br />DATE: July 24, 2000 <br />BACKGROUND: <br />In 1989 Assembly Bill 939 was adopted by the California State Legislature essentially <br />mandating jurisdictions within the state to reduce the amount of the municipal waste <br />stream deposited into landfills by 50%. The "base year" diversion tonnage estimates <br />(for all jurisdictions) were performed in 1990 and established the amount of waste that <br />has to be diverted (for each jurisdiction) from the landfill system to achieve its diversion <br />goal for the year 2000. In 1990 jurisdictions (including Colton) had to rely on the best <br />data that was available at that time, which in many jurisdictions (once again including <br />Colton) have since been found to contain incomplete or erroneous data. Examples of <br />such incomplete and/or erroneous data include but are not necessarily limited to the <br />misallocation of regional data to the jurisdiction, flawed volume to weight conversion <br />calculations and missing and/or underestimated tonnage. These errors and omissions <br />make it difficult for a jurisdiction to accurately measure progress towards achieving its <br />diversion requirements. <br />The establishment of a new base year study as opposed to correcting the flaws in the <br />original base year is the preferred solution in the eyes of the California Integrated <br />Waste Management Board ("CIWMB"). The establishment of a new base year study is <br />the objective of the Colton Base Year Adjustment Project. <br />DISCUSSIONIANALYSIS: <br />The nexus of the attached agreement is for the consultant to prepare and submit an <br />acceptable CIWMB Base Year Modification Request Certification form utilizing the <br />information collected in the Diversion and Disposal studies as outlined in Exhibit "A" of <br />the proposed agreement. The consultant would also meet with CIWMB staff to explain <br />the data contained in the report and answer related questions. <br />Specifically, the results of the study will be used to identify previously missed diversion <br />sources, potential needs for new diversion programs, and potential sources of <br />manufacturing feedstock for local recycling markets, to evaluate the progress of <br />individual existing diversion programs, and to identify the needs of businesses in the <br />community to improve, expand and implement new programs. In short, the Colton <br />Base Year Adjustment project will provide the mechanism to ensure the City of Colton's <br />AB 939 Compliance in future years. <br />Item #12 <br />
