ADJOURNED CITY COUNCIL MEETING <br />APRIL. 109 1995 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council <br />of the City of Colton was held on the above given date at 6:02 P. M., in the Council Chambers of City <br />Hall, Mayor Fulp presiding. <br />ROLL CALL: <br />Councilmembers present were Hutton, Sandoval, Bennett, Cook, Sanders, Beltran and Mayor Fulp. <br />Also present were City Attorney Biggs, City Manager Martinez, and City Clerk Ramos. <br />STAFF REPORTS: <br />FINANCE DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Reformulation of Special Tax for Community Facilities Districts <br />Finance Director Anna Vega stated this matter had been returned to CFD Commission for further input <br />prior to the Council's approval and submission to the County; however, she said there was a lack of <br />quorum at this Commission's last meeting. Councilmember Sanders stated there was an anticipated <br />rate of net savings and noted that the proposed rate would have to be presented to the County. Finance <br />Director Vega stated that the rate is presented to the County annually. She said the approved rate would <br />need to be submitted to County prior to August 10 for the 1995/96 property tax bill. <br />PERSONNEL DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Truck Driver Operator <br />Personnel Director Harmon reported there is one vacant full-time position in the Recycling Division. <br />In accordance with the Public Director's request, the position will be filled through closed, promotional <br />selection. Councilmember Bennett pointed out that the recent fiscal health plan listed the Recycling <br />Division's revenues at $13.7 million with expenditures - even after Phases I and II - at $17.1 million. <br />She declared it would be prudent to not fill this position until the City Council can reassess the budget <br />and have a cash analysis done. Director Harmon responded that this request is not to add a position <br />but to fill a position that is vacant. Councilmember/Director Hutton stated this position was in an <br />Enterprise Account not the General Fund. <br />
