M., in the Council Chambers of <br />City Hall, with Mayor Bennett, presiding. <br />FLAG SALUTE: <br />City Manager Daryl Parrish led the Pledge of Allegiance. <br />INVOCATION <br />Chaplain Ed List led the invocation. <br />ROLL CALL: <br />PRFSFNT <br />CM Donald J. Zamora <br />STAFF PRESENT <br />City Manager Parrish <br />City Clerk Barrera <br />ORDINANCE: <br />Second Reading, City Seal <br />CM Richard A. DeLaRosa <br />CM Helen A. Ramos <br />Mayor Deirdre H. Bennett <br />City Attorney Carvalho <br />MOTION/VOTE: Motion/second by CM Sanders/Zamora to waive full reading and pass <br />Second reading of ORDINANCE NO. 0-08-01, amending Chapter 1.20 of the Colton <br />Municipal Code to regulate the proper and improper use of the city seal. Motion carried <br />upon unanimous vote. <br />Second Reading Designating Certain Department Head Positions to serve At Will <br />MOTIONIVOTE: Motion/second by CM Sanders/Chastain to waive full reading and pass <br />second reading of ORDINANCE NO. 0-09-01, amending Chapter 2.16 of the Colton <br />Municipal Code and designating certain department head positions to serve at the will and <br />pleasure of the City Manager. <br />CM Ramos indicated she would be abstaining from vote based on her disagreement of the <br />effective date. Then City Attorney Carvalho explained this was second reading of <br />ordinance, and clarified that it will go into effect 30 days after approval.
