I ORDINANCE NO. 0-02-02 <br />2 <br />3 AN ORDINANCE OF THE CITY OF COLTON ADDING <br />CHAPTER 9.22 TO THE COLTON MUNICIPAL CODE <br />4 RELATING TO THE SALE OF TOBACCO PRODUCTS TO <br />5 MINORS <br />6 <br />WHEREAS, despite laws in every state making it illegal to sell tobacco to minors, <br />each year an estimated 924 million packs of cigarettes are consumed by minors 12 to 17 <br />8 years of age; and <br />9 <br />10 WHEREAS, the average age at which smokers try their first cigarette is 14; and <br />11 WHEREAS, the prevalence of current cigarette smoking among high school <br />12 students rose 32% from 1991 to 1997, from 27.5% to 36.4%; and <br />13 WHEREAS, a 1998 study found that since 1990, smoking rates increased among all <br />14 types of California youths, including females, most minority groups, and adolescents ages <br />15 12 to 13; and <br />16 WHEREAS, the City Council declares that it is in the public interest to: 1) prohibit <br />17 self-service sales and self-service displays, racks and shelves of tobacco products; 2) <br />18 require the posting of warning signs at the point of purchase stating the legal age of sale <br />and requiring identification; 3) prohibit vending machine sales of tobacco products; and 4) <br />19 require all cigarettes and other tobacco or smoking q g g products to be sold in their original <br />20 packing with all required health warnings; and <br />21 <br />WHEREAS, the City Council determines that the adoption of this ordinance is <br />22 necessary to protect the public health, safety and welfare of the residents to the City of <br />23 Colton. <br />24 <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF <br />25 COLTON: <br />26 <br />27 SECTION 1.
