The City Council of the City of <br />Colton hereby finds and determines: <br />A. Based on the entire record before the City Council and all writtei and verbal <br />evidence presented, the City Council finds the Text Amendment is consistent with the <br />General Plan of the City of Colton because it promotes and achieves the following General <br />Plan policies: <br />1. Land Use Element: General Plan Principle No. 5. Scales of <br />economy and design efficiency in delivering public services should be the determining <br />factor in cases where this is an issue. The proposed zone text amendment authorizes <br />accessory retail sales on residentially -zoned properties that are listed on the City of Colton <br />Register of Historic and Scenic Resources. This it is consistent with all Residential Land <br />Use classifications of the General Plan because it makes such sales an accessory use. <br />Moreover, it promotes economies of scale for the delivery of modest and accessory retail <br />sales by authorizing historically -designated residential structures to conduct limited retail <br />sales to promote their historic designations and provide a small revenue source for their <br />continued maintenance and upkeep. <br />B. Based on the entire record before the City Council and all written and oral <br />evidence presented, the City Council finds this Text Amendment is reasonably related to <br />the public welfare of the citizens of the City of Colton and the surrounding region becauset <br />encourages the recognition of historically significant properties in the City of Colton and <br />provides opportunities for property owners to promote the history and tradition of Colton. <br />Further, the amendment authorizes a funding source to fund improvements, rehabilitation <br />and preservation of historically significant housing in a manner that does not adversely <br />affect the welfare of the citizens of the City of Colton and the surrounding region. <br />RVPU13\NfXM645194 <br />
