CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF MARCH 6, 200'1
TO: Honorable Mayor and City Council
APPROVAL: He T. Garcia, C' nag
FROM: Hae.
Zamor Commu y Development Director
SUBJECT: Reprogramming of $197,400 of Community Development Block
Grant (CDBG) Funds to Three CDBG Projects from the Colton
Contingency/Unprogrammed Funds Account
DATE: February 26, 2001
BACKGROUND:
On February 20, 2001, your Honorable Council approved the allocation of $382,000 of
CDBG (Community Development Block Grant) Funds to 12 Eligible Projects for Fiscal
Year 2001-2002. At the Public Hearing meeting, the Council was informed that staff
would return on March 6, 2001, to request additional CDBG funds from the City's
Contingency/Unprogrammed Funds Account. The Contingency/Unprogrammed Funds
Account has a balance of $226,089.84 of uncommitted funds. One of the CDBG
projects funded by the Council on February 201h was the activity, "Child Care Modular
Unit -Wilson Elementary School" in the amount of $67,600. The Council will recall that
a total of $150,000 is required for the project, therefore, staff is requesting the
remaining $82,400 from the Contingency Account.
Additionally, the Public Works Department has requested additional funds for two
previously approved CDBG street improvement projects. In Fiscal Year 1999-2000,
$136,226 was allocated for street improvements on Walters, Monroe, Vermont, Fur,
Penn & Miller Streets. An additional $40,000 is being requested for the project. In
Fiscal Year 2000-2001, $169,037 was allocated for sidewalk improvements in northeast
Colton for Shasta, Scenic, & Sperry Drive, Illinois, Iowa, Kansas, Virginia, Florence,
and Western Avenues. An additional $75,000 is being requested for the project.
According to the Public Works Department, the additional funds are needed for both
projects due to revised engineer's estimates for construction costs.
DISCUSSION/ANALYSIS:
Predicated on the prior two child care modular units installed at Cooley Ranch and Paul
Rogers Elementary Schools, and the modular unit that will be installed at Reche
Canyon Elementary School, the proposed child care modular unit at Wilson Elementary
School will cost approximately $150,000 as requested. The project, therefore, requires
the additional $82,400 that is being recommend from the CDBG Contingency Account.
Item #9
