CLARKE, UTILITIES DIRECTOR -A <br />SUBJECT: APPROVAL OF PIPELINE EASEMENT TO THE SANTA ANA WATERSHED <br />PROJECT AUTHORITY FOR THE SARI LINE CROSSING AT THE RIX <br />FACILITY <br />DATE: MARCH 26, 2001 <br />BACKGROUND: <br />The Santa Ana Regional Interceptor (SARI) Line and the Regional Rapid Infiltration Extraction <br />(RIX) Tertiary Water Reclamation Facility were approved for construction in 1994. The <br />construction for both projects was contracted through the Santa Ana Watershed Project <br />Authority (SAWPA). Construction was completed in April, 1996; and the SARI Line and RIX <br />Facility went into operation at that time. The Cities share the expense of the RIX on a <br />percentage basis, Colton's share 20%, San Bernardino's share 80%. However, the <br />construction, operation and maintenance expenses for the Santa Ana Regional Intercepter <br />(SARI) line are the responsibility of SAWPA. To save on the excavation and construction costs, <br />the RIX's line and the SARI line were installed in the same trench. <br />DISCUSSION/ANALYSIS: <br />In order for SAWPA to have access to the SARI Line for maintenance and repairs, the Cities of <br />Colton and San Bernardino need to grant an easement for the SARI Line crossing at the RIX <br />Facility. <br />ENVIRONMENTAL IMPACT: <br />None <br />FINANCIAL IMPACT: <br />There is no financial impact to either City. <br />LEGAL REVIEW: <br />RECOMMENDATION: <br />Staff recommends that the Colton Utility Authority grant an easement to SAWPA for the SARI <br />Line crossing at the RIX Facility. <br />Report Prepared by: Lorraine June, Water/Wastewater Administrative Analyst <br />ua sari easement <br />1 <br />y ,g <br />Pa e 1 of 1 <br />� <br />Item #14 <br />
