CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF AUGUST 7, 2001
TO: Honorable Mayor and City Council
FROM: Al Holliman, Assistant City Manage4h#111-
SUBJECT: Consider and Adopt the Amendment to the Consolidated Compensation
Resolution for the Executive Unit and Approve an Amendment to Salary
Resolution R-56-01
DATE: July 26, 2001
BACKGROUND:
Item #16
Over the past three years, as a result of the collective bargaining process and related memorandums
of understandings (MOU's), the City has implemented the results of a salary survey conducted by
Hayhurst and Associates. A core component of this study involves a survey and review of
comparable cities, which include Azusa, Fontana, Montclair. Chino, Ontario, Rancho Cucamonga,
Redlands, Rialto, San Bernardino and Upland. Results of this study were never implemented for
the Executive Unit. A current survey conducted by staff for executive positions within these same
cities has resulted in recommended changes to the salary range.
In addition, for administrative efficiency purposes and to be consistent with proposed changes by
other city bargaining units, amendments to the Executive Consolidated Compensation Resolution
are proposed for the addition of all resolutions adopted since the last approved revision, treatment
of auto allowance, health insurance, optical coverage, and benefit effective dates.
DISCUS SION/ANALYSIS:
The analysis of the salary level for all Executive Unit employees was completed using cities
appropriate for those classifications in which comparable job classifications exist. For the Utility
Director position only, the City of Banning was added to the survey since Azusa was the only
"survey city" with an electric utility. Because other benefit enhancements are proposed and a new
full compensation salary study is expected by July 1, 2002, the recommended salary ranges have
been adjusted downward by 5% for all of the positions stated below.
Item #16
Agenda Exec sal adj 080701.doe
Current
Range per
New Proposed
Classification
Range
Survey
at 95%
Asst. to the CM/Grant Coord.
4997-6074
4911-5969
No Change
City Librarian
4787-5818
6359-7730
6041-7343
Community Development Dir.
4997-6074
6948-8445
6600-8023
Finance Director
6478-7862
6977-8481
6638-8056
Fire Chief
6277-7630
7542-9162
7164-8709
Parks, Rec. & Fam.
