AS THE LOWEST RESPONSIVE AND RESPONSIBLE <br />BIDDER IN THE AMOUNT OF $366,013.95 <br />DATE: JANUARY 26, 2006 <br />BACKGROUND: <br />The South Colton Street Improvement Project (CDBG Project 9104-31205/2766) is part of the <br />CIP (Capital Improvement Program) and is scheduled for construction during FY 05-06. The <br />Project scope includes asphalt pavement reconstruction, installation of concrete gutter, and <br />replacement of damaged concrete curbs and cross gutters. Streets included on the project are Pine <br />St., Kirk St., Ash St., Berry St., Cedar St., and Congress St. (see exhibit A for approximate limit <br />of works). <br />On November 1, 2005, the City Council authorized the request to solicit bids for this project. The <br />advertisement for public bidding began on December 13, 2005 and the bid opening was conducted <br />on January 18, 2006. Staff received formal proposals from eight (8) firms, with their corresponding <br />base bid amount as follows: <br />1. Hardy and Harper, Inc. <br />$ 331,483.45 <br />2.
