R-14-26 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING MAP AMENDMENTS TO NINE AREAS OF THE 2013 <br />GENERAL PLAN LAND USE MAP AND TEXT AMENDMENTS TO 2013 <br />GENERAL PLAN LAND USE ELEMENT TO IMPLEMENT PROGRAMS <br />10 AND 11 OF THE COLTON GENERAL PLAN 2021-2029 6TH CYCLE <br />HOUSING ELEMENT AND ADOPTING ENVIRONMENTAL FINDINGS <br />PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT, <br />ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS, <br />AND FINAL ENVIRONMENTAL IMPACT REPORT (SCH # 2025010520), <br />AND ADOPTING A MITIGATION MONITORING AND REPORTING <br />PROGRAM (FILE NO. DAP-001-744) <br />WHEREAS, on January 4, 2022, the General Plan 2021-2029 6t' Cycle Housing Element was <br />adopted by the City Council by Resolution No. R-4-22 (the "Housing Element Update"), in compliance with <br />State housing law; and <br />WHEREAS, the Housing Element Update was adopted to implement the standards and <br />requirements established by recent State housing law, specifically related to the City's adopted 2021-2029 <br />6'h Cycle Housing Element Update; and <br />WHEREAS, the Housing Element Update is a Citywide Housing Plan which outlines the City's <br />Goals, Policies and Programs for the orderly development of local housing to meet needs; and <br />WHEREAS, Programs 10 and 11 of the Housing Element Update require the City Council to <br />subsequently re -designate certain properties in the City's General Plan Land Use Map to different land use <br />categories and to amend certain development standards in the City's General Plan in order to facilitate the <br />development of local housing, which are identified as land use Application No. DAP-001-744 and attached <br />hereto as Exhibits "A-2" and "A-3") (the proposed "General Plan Map and Text Amendments"); and <br />WHEREAS, on January 13, 2026, the Planning Commission of the City of Colton ("Planning <br />Commission") conducted a duly noticed public hearing and recommended by a vote of 5 to 0 adopting <br />Resolution R-01-26 recommending that the City Council adopt the General Plan Map and Text <br />Amendments; and <br />WHEREAS, on February 17, 2026, the Colton City Council conducted a duly noticed public <br />hearing to consider General Plan Map and Text Amendments; and <br />WHEREAS, all other legal prerequisites to the adoption of this Resolution have occurred. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON RESOLVES AS <br />FOLLOWS: <br />SECTION 1. The City Council hereby adopts the recitals and findings set forth above and in the <br />agenda report prepared in connection with this Resolution. <br />SECTION 2. General Plan Consistency. Based on the entire record before the City Council and <br />all written and oral evidence presented, including the staff report and the findings made in this Resolution, <br />the City Council hereby finds and determines that the proposed General Plan Land Use Element Map and <br />
