Cassel, Economic Development Director f �, SUBJECT: Consideration and Approval of Agency Resolution No. 860; and City Council Resolution approving Amendment No. 2 to the Rancho Mill Construction Management Agreement. DATE: March 8, 2007 BACKGROUND On September 16, 2003, the City Council and Redevelopment Agency Board adopted Resolution No. R-100-03 and 819, respectively, authorizing a Promissory Note between the City of Colton and the Agency in the amount of $500,000. This Note enables the Agency to proceed with redevelopment activities in the Rancho Mill Project Area. Specific projects were identified and prioritized by the Citizens Advisory Committee (CAC) and the City's Engineering Department at the final CAC meeting held on January 13, 2004. The Agency adopted Resolution 822 on February 3, 2004 prioritizing the public improvements to be constructed. After approval of Agency Resolution 822, prioritizing the projects, another project was identified for inclusion: installation of curbs, gutters and sidewalks on the north side of Citrus Street from Pennsylvania Avenue to Bryn Mar Court. The City's DRC (Design Review Committee) reviewed the additional public improvement on March 15, 2004. The Planning Commission approved Resolution No. R-05-04 on March 23, 2004, confirming that the improvement is consistent with the City's General Plan. Agency Board approved Resolution No. 826 which amends Agency Resolution No. 822 to add said location to the list of prioritized public improvement projects which benefit the Rancho Mill Project Area. On April 6, 2004, the Redevelopment Agency Board approved Agency Resolution No. 829 and the City Council approved Resolution R-35-04, which approved entering into the Rancho Mill Construction Management Agreement (CMA)(Attachment "A") for the purpose of paying for the cost of the installation and construction of certain public work improvement projects situated in or of benefit to the Rancho Mill Project Area. On July 18, 2006, the Redevelopment Agency Board approved Agency Resolution No. 854 and the City Council approved Resolution R-96-06, which approved Amendment No. 1 to the Rancho Mill CMA. Amendment No. 1 authorized the redirection of funds from previously authorized projects, which have been completed and remaining funds have been identified in order to complete additional infrastructure projects within, or of benefit to the project area, as recommended by the City Engineer. The identified amendments that needed to be made to the CMA were: (1) the installation of curbs gutters and sidewalks along Acacia Street, west of Pennsylvania to the end of the street, and (2) redirection of funds to the landscaping improvements at Mill St. & Rancho Ave. and "C" Street and Rancho Ave. The additional funds to the landscaping improvement projects will allow for additional landscaping and stamped concrete architecture (Attachment "B").
