Cassel, Economic Development Director <br />f �, <br />SUBJECT: Consideration and Approval of Agency Resolution No. 860; <br />and City Council Resolution approving Amendment No. 2 to <br />the Rancho Mill Construction Management Agreement. <br />DATE: March 8, 2007 <br />BACKGROUND <br />On September 16, 2003, the City Council and Redevelopment Agency Board adopted <br />Resolution No. R-100-03 and 819, respectively, authorizing a Promissory Note between the City <br />of Colton and the Agency in the amount of $500,000. This Note enables the Agency to proceed <br />with redevelopment activities in the Rancho Mill Project Area. Specific projects were identified <br />and prioritized by the Citizens Advisory Committee (CAC) and the City's Engineering <br />Department at the final CAC meeting held on January 13, 2004. The Agency adopted <br />Resolution 822 on February 3, 2004 prioritizing the public improvements to be constructed. <br />After approval of Agency Resolution 822, prioritizing the projects, another project was identified <br />for inclusion: installation of curbs, gutters and sidewalks on the north side of Citrus Street from <br />Pennsylvania Avenue to Bryn Mar Court. The City's DRC (Design Review Committee) reviewed <br />the additional public improvement on March 15, 2004. The Planning Commission approved <br />Resolution No. R-05-04 on March 23, 2004, confirming that the improvement is consistent with <br />the City's General Plan. Agency Board approved Resolution No. 826 which amends Agency <br />Resolution No. 822 to add said location to the list of prioritized public improvement projects <br />which benefit the Rancho Mill Project Area. <br />On April 6, 2004, the Redevelopment Agency Board approved Agency Resolution No. 829 and <br />the City Council approved Resolution R-35-04, which approved entering into the Rancho Mill <br />Construction Management Agreement (CMA)(Attachment "A") for the purpose of paying for the <br />cost of the installation and construction of certain public work improvement projects situated in <br />or of benefit to the Rancho Mill Project Area. <br />On July 18, 2006, the Redevelopment Agency Board approved Agency Resolution No. 854 and <br />the City Council approved Resolution R-96-06, which approved Amendment No. 1 to the <br />Rancho Mill CMA. Amendment No. 1 authorized the redirection of funds from previously <br />authorized projects, which have been completed and remaining funds have been identified in <br />order to complete additional infrastructure projects within, or of benefit to the project area, as <br />recommended by the City Engineer. The identified amendments that needed to be made to the <br />CMA were: (1) the installation of curbs gutters and sidewalks along Acacia Street, west of <br />Pennsylvania to the end of the street, and (2) redirection of funds to the landscaping <br />improvements at Mill St. & Rancho Ave. and "C" Street and Rancho Ave. The additional funds <br />to the landscaping improvement projects will allow for additional landscaping and stamped <br />concrete architecture (Attachment "B"). <br />R:\Administration\Meetings\2007 Meetings\March 20, 2007\Rancho Mill\Rancho Mill CMA Amend No 2 staff report 032007.doc <br />
