ITEM #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF APRIL 3, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: AUTHORIZE REQUEST TO SOLICIT BID FOR COLTON-SAN <br />BERNARDINO (COLTON AVENUE) BIKELANE PROJECT AND <br />APPROVE AMENDMENT FOR THE DESIGN CONTRACT OF <br />GK AND ASSOCIATES. <br />DATE: March 26, 2007 <br />BACKGROUND: <br />The Colton -San Bernardino Bikelane Project ("Project") is a multi jurisdictional project between <br />the cities of Colton and San Bernardino, located within the abandoned Southern Pacific Railroad <br />right-of-way adjacent to Colton Avenue. The approximate length of the proposed project is 2.25 <br />miles. As shown on Exhibit "A", the Project starts at Valley Boulevard in Colton moving north <br />along 9th Street, then westward on "G" Street connecting to the abandoned Union Pacific Railroad <br />corridor on the west side of Colton Avenue, and then extending northeasterly to the City limits and <br />Inland Center Drive in City of San Bernardino. The bikeway travels along the Inland Center Drive <br />over the I-215 interchange and continues northeasterly terminating at "G" Street in the City of San <br />Bernardino. <br />The project scope of work includes a ten (10) foot wide bicycle path, handicap ramps, curb and <br />gutter, lighting, and economical landscape treatment and irrigation system. The City has an existing <br />lease agreement to use the railroad property for hike and bike -trail purposes with Union Pacific <br />Railroad Company for a period of 20 years expiring on December 31, 2023; the City of San <br />Bernardino has also entered into a similar lease agreement with the railroad company, for a period <br />of 20 years that will expire on December 31, 2024. <br />As this Project is multi jurisdictional a cooperative agreement was entered into between the City of <br />Colton and the City of San Bernardino. The agreement states that the City of Colton will act as the <br />lead agency for the Project and provides that the City of San Bernardino allocated $25,000 to the <br />Project. <br />RDA Funds <br />In September 1999, the Colton Public Financing Authority (the "CPFA") issued $5.29 million in <br />Tax Allocation Bonds secured by tax increment revenues in the Mt. Vernon Corridor <br />
