ITEM #13 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF APRIL 3, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION AUTHORIZING SUBMISSION OF <br />THREE APPLICATIONS FOR THE HIGHWAY SAFETY <br />IMPROVEMENT PROGRAM (HSIP). <br />DATE: March 26, 2007 <br />BACKGROUND: <br />The Hazard Elimination Safety Program (HES) is a federal safety program that provides funds <br />for safety improvements on all public roads and highways. Each year, local agencies compete for <br />HES funds by submitting candidate safety projects to Caltrans for review and analysis. Caltrans <br />prioritizes these projects statewide and releases an annual HES Program Plan that identifies the <br />projects that are approved for funding. This year, the program name was changed to the <br />Highway Safety Improvement Program (HSIP). While the name changed, the program <br />guidelines did not. All applications must be submitted to Caltrans District 8 by early April 2007. <br />The list of approved projects is expected to be released by May 14, 2007. <br />DISCUSSION/ANALYSIS: <br />The City requests authorization to submit three applications for the HSIP. These applications will <br />request funds for the following projects: 1) installation of a traffic signal at Meridian Avenue at <br />Valley (Exhibit A and B), 2) installation of a traffic signal at Rancho at Agua Mansa, (Exhibit A <br />and C) and 3) installation of sidewalk infill on both sides of the following streets: Lyndon Street, 2nd <br />Street, Bonita Avenue, Serrano Drive, and Terrace Drive (the northern limit is W. Oak Street; the <br />southern limit is W. Olive Street; the western limit is N. Valencia Drive; and the eastern limit is N. <br />Terrace Avenue (Exhibit D)). <br />There are two types of funding classifications under HSIP: "safety index" and "work type." <br />Approximately 75% of the funding being awarded by this program will used to fund "work type" <br />projects. The projects listed above are all "work type" projects. <br />When submitting more than one application it is requested that an applicant prioritize its <br />applications. The traffic signal at Meridian and Valley would be the City's first priority project, <br />with the second and third priorities being sidewalk infill and the signal at Rancho and Agua Mansa. <br />
