ITEM #13 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF FEBRUARY 17, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE THE AWARD OF CONSTRUCTION CONTRACT TO <br />THE LOWEST RESPONSIBLE BIDDER, S & S INVESTMENTS <br />INC., IN THE AMOUNT OF $169,480 FOR THE INSTALLATION OF <br />GREY WATER STORAGE SYSTEM FOR VETERANS PARK <br />IRRIGATION SYSTEM. <br />DATE: <br />BACKGROUND: <br />FEBRUARY 4, 2009 <br />The Veterans Park Sports Complex Project is part of the Fiscal Year 2008/2009 CIP (Capital <br />Improvement Program). The Veterans Park Sports Complex Project is contained in a 13.54 -acre <br />park. This project will include the modernization of three baseball/softball fields and basketball <br />courts. These fields will have the following amenities: seating, sunken dugouts, backstops, <br />concession building, and outfield fencing. The park's open space will be provided the following <br />amenities: two small play structures, a picnic area, a splash pond, horse shoe pits, basketball courts, <br />and miniature soccer fields. <br />The Design Review Committee recommended approval of the project on the April 2, 2007 meeting. <br />The project was conditionally approved by the Planning Commission on August 26, 2008 and a <br />Mitigated Negative Declaration was filed with the Clerk of the Board of Supervisors on August 29, <br />2008. <br />ANALYSIS/DISCUSSION: <br />Formal bidding for the installation of the grey -water system collector for the Veterans Park <br />irrigation system was advertised in local papers and trade journals and formal bids were received on <br />November 20, 2008. The bid opening was conducted on November 20, 2008 and staff received <br />formal proposals from five (5) firms, with their corresponding bid amounts as follows for the grey <br />water system collector: <br />Bidder Base Bid <br />S & S INVESTMENT $169,480.00 <br />TK CONSTRUCTION $208,500.00 <br />FLEMING ENV. $224,000.00 <br />
