ITEM #13 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF FEBRUARY 17, 2009 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR SUBJECT: AUTHORIZE THE AWARD OF CONSTRUCTION CONTRACT TO THE LOWEST RESPONSIBLE BIDDER, S & S INVESTMENTS INC., IN THE AMOUNT OF $169,480 FOR THE INSTALLATION OF GREY WATER STORAGE SYSTEM FOR VETERANS PARK IRRIGATION SYSTEM. DATE: BACKGROUND: FEBRUARY 4, 2009 The Veterans Park Sports Complex Project is part of the Fiscal Year 2008/2009 CIP (Capital Improvement Program). The Veterans Park Sports Complex Project is contained in a 13.54 -acre park. This project will include the modernization of three baseball/softball fields and basketball courts. These fields will have the following amenities: seating, sunken dugouts, backstops, concession building, and outfield fencing. The park's open space will be provided the following amenities: two small play structures, a picnic area, a splash pond, horse shoe pits, basketball courts, and miniature soccer fields. The Design Review Committee recommended approval of the project on the April 2, 2007 meeting. The project was conditionally approved by the Planning Commission on August 26, 2008 and a Mitigated Negative Declaration was filed with the Clerk of the Board of Supervisors on August 29, 2008. ANALYSIS/DISCUSSION: Formal bidding for the installation of the grey -water system collector for the Veterans Park irrigation system was advertised in local papers and trade journals and formal bids were received on November 20, 2008. The bid opening was conducted on November 20, 2008 and staff received formal proposals from five (5) firms, with their corresponding bid amounts as follows for the grey water system collector: Bidder Base Bid S & S INVESTMENT $169,480.00 TK CONSTRUCTION $208,500.00 FLEMING ENV. $224,000.00
