ITEM #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MAY 5, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIR, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR <br />2008/2009 CAPITAL IMPROVEMENT PROGRAM IN THE AMOUNT <br />OF $6500; APPROVE CHANGE ORDER NO. 3, IN THE AMOUNT OF <br />$6500; AUTHORIZE RECORDATION OF A NOTICE OF <br />COMPLETION FOR THE FIRE STATION REMODEL PROJECT. <br />DATE: APRIL 27, 2009 <br />BACKGROUND: <br />Fire Station 211 (Station Number 1), was built in 1937 to house the City's volunteer fire department <br />personnel, which consisted of two paid drivers and volunteers who responded to the station when <br />called for fires. In spite of growth in both the City and Fire Department, there have not been any <br />significant renovations, expansions, or improvements to basic infrastructure such as water/gas <br />lines and electric service since the station was constructed. Additionally, due to budget constraints <br />for many years, the station was in a deteriorated condition. <br />On November 1, 2005, Council authorized amending the Capital Improvement Program (CIP) to <br />include the Fire Station Remodel Project. On March 7, 2006, the CIP was amended again to <br />identify this project to have a Phase I and Phase II. On June 6, 2006, the Council approved award <br />of a professional services agreement to Kwang Cook and Associates for construction drawings for <br />the approved project. After a formal bid process was conducted, on December 4, 2007, the <br />Council awarded a construction contract to Hinkley and Associates, Inc. in the amount of <br />$912,000. On May 22, 2008, the Council Approved Change Order Number 1 in the amount of <br />$236,853. On November 4, 2008, the Council Approved Change Order Number 2 in the amount <br />of $71,935. <br />DISCUSSION/ANALYSIS: <br />The contracted scope of work included: the addition of new living quarters for on duty firefighters, <br />a lobby, expanded administrative offices, complete new HVAC system; complete rewiring of the <br />entire station, decontamination room, and new sewer system. The project included a combination <br />of new construction and remodeling/modernizing of the original 71 year old building. <br />As of March 5, 2009, the project has been completed satisfactorily. The project has improved the <br />living and working conditions of the Fire Department staff. Staff requests Council authorize a <br />7/10/03 City Clerk's Office Cb <br />
