FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS, <br />BOB MILLER, CUA EXECUTIVE DIRECTOR <br />SUBJECT: CITY & CUA: APPROVAL TO AMEND EXISTING CONTRACT WITH CRITERION <br />AUTOMATION TO ADD ADDITIONAL FUNDS IN AN AMOUNT NOT -TO -EXCEED <br />$20,000 AND TO EXTEND THE TERM OF THE AGREEMENT THROUGH JUNE <br />30, 2010. <br />DATE: MAY 21, 2009 <br />BACKGROUND: <br />SCADA is an acronym that stands for Supervisory Control and Data Acquisition. SCADA refers to <br />a system that collects data from various sensors at remote locations and then sends the data to a <br />central computer, which then manages and controls the data. The Wastewater Division's SCADA <br />System monitors and controls the Wastewater Treatment Plant's operating equipment and lift <br />stations. <br />DISCUSSION/ANALYSIS: <br />On July 1, 2008, the existing contract with Criterion Automation was approved in an amount not -to - <br />exceed $35,000 to upgrade the radio transmitters and software on the Supervisory Control and <br />Data Acquisition, which included process control hardware and interface systems for the <br />Wastewater Treatment Plant, process control hardware and support for sewage lift stations and <br />process control hardware and support for oxidation aerobic and anaerobic treatment systems. <br />Additional funds are needed for the ongoing City -Wide SCADA System Upgrade/retrofit to include <br />the following: <br />• Excavation and installation of the last "backbone" path of conduit for Fiber Optic. <br />• Pulling and terminating the main Fiber Optic cable spans from the control room to the <br />existing SCADA RTU cabinets. <br />• Removing and installing Allen-Bradley PLC's and Fiber Optic converters into all RTU <br />cabinets. <br />• Field wiring and terminations to all instruments and controls currently on the existing RTU'S <br />to the new Allen-Bradley PLC's. <br />• Network communication validation using Ethernet over Fiber Optic between all PLC <br />stations and the Control Room Master PLC. <br />• Wonderware HMI development for interface to the new Allen-Bradley PLC hardware. <br />With the above installation/upgrades the Wastewater Department will have better control of the <br />plant processes and energy savings, reduce power consumption, cost savings and reduction in call <br />outs. Therefore, staff is recommending an amendment to the current contract for the installation of <br />additional SCADA equipment. <br />The Supervisory Control and Data Acquisition (SCADA) are used by both Water and Wastewater <br />Divisions, but they are paid out of two different departmental funds; therefore, they are considered <br />separate projects due to the SCADA supporting two different systems. The City's Purchasing <br />Policy for Professional Services (CMC Section 3.08.070 (g)) states the City Manager shall not <br />
