ITEM NO. 04 STAFF REPORT DATE: JUNE 15, 2010 TO: HONORABLE MAYOR AND CITY COUNCIL FOSTER FROM: ROD , CITY MANAGER PREPARED BY: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR SUBJECT: STREET SWEEPING MAINTENANCE AGREEMENT RECOMMENDED ACTION It is recommended that the City Council: 1) award a maintenance agreement for street sweeping to Lance Soares Inc for fiscal year 2010/2011 at an annual amount not to exceed $176,244; 2) authorize the City Manager to execute the City's standard maintenance agreement on behalf of the City with any non -substantive revisions approved by the City Attorney. GOAL STATEMENT The proposed action will support the City's goal to maintain the quality and cleanliness of City streets, gutters and storm drains. BACKGROUND Currently, street sweeping services are provided to all curbsides throughout the city twice a month; all routes sweep a street either on the 1St and 3rd week of the month or the 2nd and 4th week of the month. The only exceptions to this schedule are 1) our city's downtown area, swept three times a week, and 2) arterial streets, which are swept weekly. On July 18, 2006, Council authorized the award of a maintenance agreement to Clean Street, in the amount of $198,900, for street sweeping services citywide. These services were formally bid, on June 13, 2006. The bid allowed for the term of the contract to be renewable for a total of four fiscal year terms ending June 30, 2010. ISSUES/ANALYSIS In accordance with Colton Municipal Code (CMC) Section 3.08.110, Ordinance 0-12-03 the Public Works Department solicited and received proposals for street sweeping. Five (5) proposals were received from known street sweeping companies in Southern California. The sealed bid opening took place on March 25, 2010 at 1:00 p.m. in the Corporate Yard Conference Room. The award of this agreement will provide street sweeping services city wide. As bid, the awarded agreement will allow for up to four renewable terms, with a Consumer Price Index adjustment for each renewed term.
