STAFF REPORT <br />ITEM NO. 11 <br />DATE: AUGUST 3, 2010 <br />TO: HONORABLE MAYOR AND CITY CO I <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: BONNIE JOHNSON, MANAGEMENT SERVICES DIRECTOR <br />DEAN DERLETH, CITY ATTORNEY <br />SUBJECT: CONSIDER ADOPTION OF RESOLUTIONS PLACING A BALLOT <br />MEASURE ON THE NOVEMBER 2, 2010 GENERAL ELECTION TO <br />EXTEND AND UPDATE THE EXISTING UTILITY USER TAX <br />RECOMMENDED ACTION <br />It is recommended that the City Council adopt the attached resolutions placing the Utility User <br />Tax Measure on the ballot for the November 2, 2010 General Election. <br />GOAL STATEMENT <br />Consideration of this item supports the City's goal of continued fiscal responsibility and stability. <br />OVERVIEW OF MEASURE'S KEY PROVISIONS <br />The key provisions to the proposed measure are discussed below, but can be summarized as <br />follows: <br />• Mandates the following changes to the City's electric rates by July 1, <br />2011: <br />• A higher baseline for residential customers <br />• 4 or more rate tiers for residential customers <br />• Appropriate rate categories for non-residential <br />customers that account for varying usage levels <br />• A business attraction and retention rate for qualifying non- <br />residential customers <br />• Senior & low income exemptions remain the same <br />• Rates remain the same for 1 year only (FY 10-11); cap removed <br />• Residential rates reduced by 1 % in FY 11-12 <br />• All rates reduced by 0.5% each year beginning in FY 16-17 <br />0RANGE\WPRIESTW322.8 <br />
